CONGRESS ACTS CAUTIOUSLY IN HEAVY SPENDING Definite Conservative Trend in Law-Making Shown in Record. 'Convriaht. IMS. bv Prunt H'ASHi.NGTON', April 26—Congress. has taken a definite trend toward conservative law-making. The trend was illustrated today by a Senate record showing consistent refusal v> legislate without thorough examination of eveiy element in the situation. The Senate's action in slde-track-Jng the billion-dollar farm bill was hailed by conservatives in both parties as an indication that Congress would not embark on any orgy of unrestrained spending. A significant phase of the situation was the prominent part played by Democrats in demanding the conservative course. Twenty-six of them voted for the motion to send the bill back to committee. “I am very hopeful,' 1 said Senator Alva B. Adams fD., Colo . “The seems to be a growing recognition of the necessity of guarding public expenditures, without crippling the recovery program in essential details. “I know what happens to an individual when he spends more than he should. ’’ Senator Adams said. “I know what happeas to cities and counties. And the same thing could happen to the country. You can't go to the well all the time or some day you'll find it dry.’’ Another Democratic senator who asked that his name be withheld said: “This Is the end of unrestrained spending. It is a victory for moderate conservatives.” President Roosevelt has been sympathetic toward the farm-ten-ants and share-croppers and intends to help them under the $4 880.000 000 work-relief program. But he did not favor the idea of
