HISTORY HINGES ON RESULTS OF STRESA PARLEY \ Entire World Watches as Powers Decide on War or Peace. BY WEBB MILLER rnll.ll Prr Miff Cormp®in!wt 'CJnovrleht. 1935, br Unit'd Pre*n STRESA. Italy, April 12.—Five plenipotentiaries who are meeting at Isola Bella Castle today are making history—negative or positive. Ts their deliberations succeed, European nations will be taking a hopeful step toward the real end of the World War. Disastrous failure will mean a step toward the threatening next war. An inconclusive result would per'mit Stresa to take its little historic niche with forgotten conferences. None of these results, exactly. is expected. Benito Mussolini is the only man at. the conference who enjoys absolute power. The others are at the mercy of the cabinets—in the British case—end their parties and parliaments in both the British and French cases. The British, particularly, have announced that they will make no binding agreements. Nazi's Are Chief Topic The British, French and Italian Negotiators first will talk over events since Germany's decree for compulsory armv service of March 14. Vhich precipitated the present . crisis. Then they will discuss the means be taken to meet the crisis. The next step is to go to Geneva for a meeting of the League of Nations council next Monday, called to consider Germany's violation of the military clauses of the Versailles Treaty. If the Geneva meeting is i paflee one, it will mean that plans are working well. Great Britain has asked Germany to make suggestions for negotiation to take the place of those offered by Britain and France, with Italy’s support, which Adolf Hitler rejected. It seems possible that, on the basis yOf the Stresa conference, hints will thrown to Germany when Hitler is advised of the tenor of the talks. Big Conference Likely The final prospect is for a big European conference to arrange a treaty, or a series of treaties, under the framework of the League of Nations rovenant. that would mak*' peace more secure. This brings up the rearmament not only of Germany, but of Austria, Bulgaria and Hungary, her World War allies. Hence, not only the nations meeting here but the others mentioned, and Russia. Poland, the Baltic nations. Belgium, Czechoslovakia, Rumania. Yugoslavia, Turkey and Greece are brought In. Even little Switzerland, strengthening its army, despite the formdiable fortress mountains in which nature placed it, and pacific Holland, are not disinterested.
