Religious Groups Have Heavy Investments in Holding Firms, Claim. BV KI TH FINNEY Timri Writer WASHINGTON, April 11 Heavy investment of churches in utility stocks is responsiole for much of the opposition to the Rayburn holding company bill, according to testimony the House Interstate Commerce Committee has before it. Hugh S Magill, president of the American Federation of Utility Investors, told the committee he became concerned about government policies affecting utilities while he was working for the International Council of Religious Education, in which 40 protestant churches in the United States and Canada participate. The council and its member churches have large holdings in utilities, he said, particularly the Methodist Episcopal Church, North, which has thus invested nearly half its endowment fund, and the Northern Baptist Convention. Among officials and advisers of the Federation of Utility Investors are representatives of the Catholic Church Extension Society, the Catholic Order of Foresters, the Jewish Charities, and the Northern Baptist Theological Seminary. Bankers, industrialists and representatives of insurance companies and investment trusts also are listed. Protested Johnson Bill The Federation, founded in 1933, protested early in its career against enactment of the Johnson bill, limiting the jurisdiction of Federal Courts over utility rate cases, and against the 3 per cent tax on gross sales of electricity. In opposing the Rayburn bill. Mr. Magill urged that Congress do more thaji refuse it passage. "We demand legislation that will completely reverse the present attitude of the government toward the great investing middle class,” he said. "We insist that the government get out of the competition with its own citizens.” Referring to the "destructive and ruthless power policy of the Federal government,” he called it “a policy consciously tending toward state socialism." His testimony was in sharp contrast with replies made by 20.870 Protestant ministers to questionnaires sent out last May by representatives of 12 religious bodies. JOHNSON URGES JOBLESS COUNT TO AID RELIEF Outlines Plan for 24-Hour Federal Census; Opens New Service. BY HUGH S. JOHNSON WASHINGTON. April 11.—Daniel Roper, Secretary of Commerce, proposes a census of unemployment.! Pine! Why didn’t we do it long ago? We are spending billions to help the jobless without knowing how much unemployment there is, where it is, or how it can best be treated. Our present unemployment figures are estimates on fragmentary oata. Nobody contends that they are accurate. In traveling up and down tht | country, it seems incredible that we | have more than 10 million families which have no breadwinner—so million people in distress. A house-to-house canvas is expensive, may be inaccurate, is too slow to give an instantaneous cross section, and leaves us with nothing we can use directly to attack the evils it reveals. There is a better way. Each Governor provides the places now used in each voting precinct for election registration. He appoints a registrar for each and calls for volunteer e’erks for one day s service. The Fjderal government provides forms and regulations, upon which the Governors see that the while organization is thoroughly instructed. The press and radio inform the public. The President appoints a day upon which all people seeking employment shall register at their accustomed precinct booths. The cards are filled by the registrar. They reveal the few necessary facts of citizenship, sex, age. experience, dependents, preferred form of work and references. The registrant is given a certificate without which no one is available for relief or work on any public employment program. Classified lists of availables for kinds of work are published and sent to every agency of and for em-
