URGE PRESIDENT CURB CONGRESS BY RADIO PLEA Friends Sure Roosevelt Can Regain Control Through Fireside Chat. By United rr*„ WASHINGTON. April 11—The p,.itical ears-to-the-ground brigade belives President Roosevelt may take the offensive against Congress, perhaps with a fireside chat to the American people. Congress has passed only one of the New Deal bills proposed to this session by Mr Roosevelt. That was the work-relief resolution and 75 days were devoted to the job One of those intimate Roosevelt discourses beginning. ' My friends," might do much to rally popular support behind New Deal legislation and prod laggard legislators. The last time Mr Roosevelt talked to the nation t as Sept. 30 of last year, six end one-half months ago. He spoke then of NRA which was disintegrating under internal and external friction. Now that Congress has placed imost $5,000,000,000 in the President's hands he can risk a fight with recalcitrant legislators. Money in the form of loans or grants is even better than patronage as a party loyalty stimulant. It may increase Mr. Roosevelt's inf ience at the Capitol. The first stip toward restoring New Deal control on Capitol Hill was taken a fortnight ago. A group of House Democrats met to discuss demoting Rep. Edward T. Taylor CD., Colo.) from ins job as acting Democratic leader. He is serving in place of Rep. William B. Bankhead i.D., Ala.), who has been ill. Flirted With Silverites Mr. Taylor has flirted with silverHes and otherwise is charged witn pursuing policies contrary to New Deal plans. But. whatever Mr. Taylor’s lault may have been, the House has supported Mr. Roosevelt better than the Senate. Vice President John N Garner has announced his determination to avoid in the future one of the more obvious obstacles to New Deal legislation. After divergent work relief bills passed House and Senate it was necessary to appoint conferees representative of e°,ch House to compose the two measures and make them identical. There were five Senate conferees, of whom four were unfriendly to the $4,880,000,000 project. This vital New Deal legislation Vas placed in the hands of its enemies, when Mr. Garner named the Senate conferees. That blunder added many days to delay in obtaining final legislative approval of Mr. Roosevelt's 1035 recovery beystone. Congress considered the appropriation 75 days. Won't Repeat Mistake Whether the work-relief plan is good or bad. the mistake of Senate leaders in permitting the conference group to be packed against it is obvious. Mr. Garner will not make that mistake again. "The present occupant of the chair,” he told the Senate “Expects to exercise his own discretion in naming conferees. He will name conferees who are sympathetic and friendly to the legislation sent to conference ” Both Democratic and Republican Senate leaders approved Mr. Garner's plan. It will embitter Mr. Glass but he already is so far off the New Deal reservation that he never expects to find his way back. If Mr. Roosevelt supports New Dealers In Congress he may regain control of the legislative branch.

I WAS talking to a young student pilot the other day and he reminded me of a story ... It goes back to the war days when we were learning to fly seaplanes at Bay Shore. Dong island. Takeoff speed between 45 and 50 . . . top speed 60. When you finished with th n m you were graduated to little flying boats. Curtiss "F" planes, where you sat in the hull with the motor above , a.,d behind you. Those little ships were tricky . . . they bounced around in rough air and scared the dayiuhts out of young pilots. And every time a student graduated from Aeromarines to “F” boats we all stopped work and gathered on the beach to see what would happen. Among the students was one of the most interesting and most imaginative of prevaricators. He could look you right in the eye and tell you the most amazing tales without batting an eyelash. His namo? . doesn't matter. We’ll call him "Jinx " When his turn came to fly an ‘F" boat we expected a party and lots of excitement and we got both? He had more poise and selfassurance than any man I’ve ever met. He listened to the beach master tell him about landing a

Prizes will be awarded to each school. Posters advocating support of the clean-up campaign, which will be dittributed by Boy Scouts, are the same design as those used here six years ago. The paster design was adjudged the best ever made, and was reproduced in national publications of the National Clean-Up. Paint-Up Bureau in Washington. The original poster was designed by a Technical High School pupil. Every loaf of bread sold in A. & P., Kroger and Standard groceries Saturday will bear an additional wrapping band, urging support of the campaign.
