RFC MOVE SEEN AS FIRST STEP IN UTILITY WAR Government Maneuver Likely to Lead to Probe of City Power Connections. BY VINCENT LYONS Tiihm Miff Hnlff The maneuver of the Reconstruction Finance Corp. last week through which It gained a voice in the management of the Public Utility Securities Corp, second top rune in the Harley L. Clarke utility dominion, was viewed today as the Federal government's first move in i*s war on pjolic utility holding companies. Such a :- r ep. it was pointed out, would be a gone' piece of strategy, particularly if the RFC extends its direct control to the Utilities Power and Light Cos. the voting stock of which is held by the Public Utility Securities Corp In the event the covernmrnt agency decides to place its nominees on the board of the Utilities Power and Light Cos. at the stockholders meeting April 24 Federal authorities will be in a position to get first hand knowledge on the ramifications of holding companies. Exact Links Sought The three chief operating units of the Utilities Power and Light Cos are the Indianapolis Power and Light Cos, the Laclede Gas Light Cos and the Greater London and Counties Trust, Ltd. By gaining representation on the board of the Utilities Power and Light Cos., the RFC would be able to determine the exact relations between holding companies and the operating enterprises in such setups. Charges have been made against the public utility field generally that the holding companies tend to milk the operating companies in their system through the practice of levying exorbitant rates for miscellaneous work, such as engineering, etc. Through its voice in the management of the Utilities Power and Light Cos., the RFC would be enabled to determine the exact amount of such expenditures. These findings may be utilized when its attack on holding companies is furthered. Additional indication that the government might use the Public Utility Securities Corp. episode as the opening wedge in Its campaign against public utility holding companies was seen in the fact that at the meeting of the board of that company the new directors limited their activity to a perusal of books and accounting procedure. Own Slate May Re Chosen Asa result of thus initial move considerable importance is being attached to the forthcoming mretnv of stockholders of the Utilities Power and Light. The RFC mav choose to name its own slate of directors to that company. This privilege is afforded by the. fart that the agency is in control of the Public Utilities Securities Corp which in turn controls Utilities Power and Light. Entrance of the government into the Harley L. Claike enterprises gives the government a voice in the management of one of the largest ; public utility holding companies in the country.
