The Contractor shall be required to comply with the Construction Regulations contained in Administration Bulletin No. 2, dated March 3, 1934, as amended, which amended Regulations are appended to the .specifications for this work, and to pay the miniumum wage -rates of fifty cents ($.50) per hour for unskilled labor, eighty cents i $ 80 1 per hour for semi-skilled labor, and one dollar and twenty cents ($1.20) per hour for skilled labor, under the conditions and as set out in said Regulations. Payments to the Contractor or Contractors are to be made only from funds obtained from the issuance and sale of Sanitary District Bonds of the Sanitary District of Indianapolis and from funds realized from a grant to be obtained from the United States of America under said grant agreement.
