The work provided for in the plans and specifications referred to herein shall be performed and executed under the terms and conditions of the National Industrial Recovery Act as passed by Congress, and shall be subject to the conditions and regulations theriof, and In full accordance with the teims of a grant agreement entered into between the United States of America and the City of Indianapolis, acting by and through its Board of Sanitary Commissioners 1 Sanitary District of Indianapolis, Marlon County, Indiana), a copy of which is on file in the office of the Board of Saiitary Commissioners. The Contractor shall be required to comply with the Construction Regulations contained in Administration Bulletin No 2, dated March 3, 1934, as amended, which amended Regulations are appended to the specifications for this work, and to pay the miniumum wage rates of fifty cents ts.so> per hour for unskilled labor, eighty cents 1 $.80) per hour for semi-skilled labor, and one dollar and twenty cents ($1.20) per hour for skilled labor, under the conditions and as set out in said Regulations. Payments to the Contractor or Contractors are to be made only from funds obtained from the issuance and sale of Sanitary District Bonds of the Sanitary District of Indianapolis and from funds realized from a grant to be obtained from the United States of America under said grant agreement. Without exception, no rid will be considered unless accompanit by the bidder's Certificate of Compliance, U. S. Government Form No. P. W A. 61. Revised March, 1934 to the effect that the bidder is complying with and will continue to comply with each applicable Code of Fair Competition. or. it the absence of such Code or Codes, with the President’s Re-employ-ment Agreement. Copies of this Certificate are included with the Instructions to Bidders attached to the proposal form. The right is reserved by the Board or Sanitary Commissioners of the Sanitary District of Indianapolis to reject any and all bids. The contract or contracts, ir awarded, shall be to the lowest and best responsible bidder or bidders, subject to the approval of the Indiana State Engineer of the Federal Emergency Administration of Public Works.
