REPEAL OF TAX LAW PROVISION GAINSSUPPORT Abolition of Publicity Clause Sought in Three Bills Before Congress. Bt Sfrppt-IToirflfi .Yfrip)i.r AlUanre WASHINGTON. Feb. 21—Growin ,7 support for repeal of the publicity provision of the income tax law was evidenced in Congress today. Speaker Joseph Byrns himself sa:d he doubted the advisability of opening Income tax reports to the public view. "There is too much chance of persons getting information other than for the public good," he said. Three bills have been introduced for repeal of Section 55-B of the income tax law. It is this section which prescribes that each person with an annual income of SIOOO or more must submit a special form showing total gross income, total deductions, total credit against net income for the purpose of normal tax. and tax payable. This form, the now famous “pink slip,” must under the law be made available for public perusal. Chairman Doughton of the ways and means committee, to which the repeal bills were referred in the House, said he “never was in favor of the publicity clause.” but that he was not sure when his committee would begin considering the repealers. “We have promised to get the economic security bill reported,” he said, "and after that we may begin bonus hearings. But I am going to put the question to the committeemen, and if they desire to take up the tax publicity bill we will do it.” In response to an inquiry from Rep. Louis Ludlow 'D.. Ind , Mr. Douehton wrote: "If public sentiment is changed to the extent that the law be amended. I shall be pleased to co-operate to that end.” The pending bills were introduced by Rep. Robert L. Bacon <R.. N. Y.>, Rep. C. Jasper Bell TD., Mo.) and Senator Copeland D., N. Y.). Rep. Bacon said today that he had urged Immediate hearings and that he had written Mr. Doughton asking that Secretary Morgenthau and other Treasury officials be called to testify. “No good can come from publicity given individual income taxes,” Mr. Bacon said. “The government is merely furnishing a list of prospects to every gangster, racketeer, kidnaper and fake stock promoter in the country.” Senator Copeland has said he will push his bill in the Senate, but a spokesman for the Senate Finance Committee asserted today that he expected no committee action before March 15—the deadline for filing income tax returns. However, it is expected that two months will elapse after that date before the pink slips can be assembled for inspection. Secretary Morgenthau said he could not comment on the legislation but would be glad to testify if called by a congressional committee. It is understood that revenue collectors throughout the country have protested against publicity provision, and that many Treasury officials hope for its repeal because of the work and expense involved. Members of both houses report a growing volume of mail favoring repeal.
