BUILDING UNION STRIKE 'TESTED' IN NEW YORK Elevator Men Called Out in 24-Story Skyscraper: Police Alert. B* United pre>n NEW YORK. Feb. 18.—Impatient building service employes today opened the fir.-t pha.se of a strike designed to cut off all elevator transportation in New York City's famous skvserapers. The walkout was scheduled for mid-morning. At that hour arbitration efforts were still in progress, but many elevator operators and other building service employes began walking out in advance' cf authorization. Only one walkout—that at the 24-story Bricken Building in Broadway—was authorized by the union as a test of strength and a demonstration of what would happen to this city of skyscrapers if its millions were forced to walk up from six to almost 100 flights of stairs to get to offices or homes. La Guardia Seeks Solution Mayor F. H. La Guardia. seeking with the aid of the Federal government to end the threat of a complete stoppage, called full police strength to stand by and ordered firemen to be ready to supplement the police. Guards were placed about big buildings such as the Woolworth and the 102-story Empire State Building. Officials feared that the strike. If effective, might be the most disastrous in the city's history. At the Bricken Building “test.” the lobby was quickly jammed to overflowing by crowds of office workers who debated and divided on the question of whether to walk up or go home. Traffic Is Tied I'p In the street, traffic was snarled In the congested garment district. Some employes went home; others, grumbling loudly, started climbing the stairs. Some carried their lunches. At every landing little groups stood catching their breaths and discussing the chances of getting elevators back in operation in time for lunch. The 62 employees of the 60-story Eaimon Building, at 500 Fifth-av, one of the 10 tallest in the world, walked out in what was described as "spontaneous action.” The strike, if effective, would involve upward of 200.000 and might draw workers in other transportation and service unions from their jobs. Cape Verde Islands, today after an escape, through cold nerve and good fortune, from death at sea on a Paris-South American flight. Oil pressure in their plane's motor began to fail in mid-Atlan-tic hundreds of miles from either coast.
