DRASTIC CHANG r IN STATE JOB SETUP URGE!] McNutt Board Would Put 3000 Employes Under Merit Plan. (Continued From Pa*p One) of state department* and makes sweeping suggestions for simplification of county government. County Recommendations Abolishment of existing boards of county commissioners is recommended; townships would be limited to five in any county and present county councils would become the county civil legislative and fiscal organizations. The county auditor would become the chief executive county official. The county would be made the unit for the assessment of property ana assessors would be appointed by the county council, instead of being elected as at present. A state Commissioner of Labor would head the state Department of Labor and the old Industrial Board would act as a compensation board. Inspection Department Anew and independent state Department of Inspection is suggested to have charge of the examination and inspection of public accounts. Headed by the chief examiner, the department would have authority to prescribe and install uniform systems o! accounting for taxing units, excepting for state offices which would te under direction of the bureau of finance of the executive department. Important changes in state financing are recommended. All “earmarking'’ of general fund revenues for specified purposes would be discontinued. Pavmenf of expenses of any division of the state government from its collections would be prohibited. The finance bureau of the executive department would be headed by a controller. The bureau would assist in preparation of the state budget and act as chairman of the budget committee. (heck on Purchases The controller would have authority to allot portions of departmental appropriations for operation without which no part of an appropriation would be available for expenditure. He alsi would have power to approve or reject purchase requisitions and issue purchase orders. Abolishment of the Department of Commerce and Industry and of the Department of Public Works is recommended, as duties are transferred to other departments. Merging of the Conservation and Agricultural Departments is urged. A Bureau of Agriculture, headed by a commissioner of agriculture and an advisory board, and a Bureau of Conservation headed by a director, would have administrative powers. New Health Department A state deparmcn. of health would be headed by a director or commissioner of health and a board possessing quasi-legislative authority to formulate rules. A single bureau of examination to take over the work of state examining boards now in the state department, is urged. Special examination boards would be created by the bureau to set and grade professional examinations. The Governor would be authorized to designate one of his secretaries as deputy in charge of the administrative affairs of the executive department.
