6 GROUPS BACK SALES TAX BILL IN LEGISLATURE
2 Per Cent Consumer Levy Proposed in Measure Before House. A 2 per cent consumer's excise tax cm retail sales: abolishment of the 15 cents direct state property tax and taxpayer control over tax rates and bond issues are proposed In a senes of bills introduced yesterday In the House of Representatives with six state-wide organizations backing them. Intangibles tax rate, would be raised from 25 rents to 50 cents, and the minimum salaries of school teachers would be fixed at SBOO in grade and SIOOO in high schools. Sponsoring the program are the Associated Retailers of Indiana. Indiana Farm Bureau. Indiana Wholesale Grocers' Association. Indiana Manufacturers' Association. Indiana Real Estate Association and Indiana League of Civic Associations. All tangible personal property. Including public and private utility services and transportation; food and drink where sold at retail; rentals of every kind, dry goods, ware* and other merchandise would be subject to the sales tax. Exemptions proposed are limited to gasoline, now taxed by the state; purchases by the state and other governmental divisions and sales by charitable and religious organizations if the income is used for philanthropic purposes. Admission fees, already taxed, and incidental sales by professional persons, also are made non-taxable. Would Take Effect April 1 Under the salestax proposal, all retailers would be licensed by the state treasury, and required to collect the tax. For this retailers would receive a 3 per cent commission on remittances, and would be held responsible for uncollected levies. If adopted the sales tax would go into effect April 1. and net revenues would be paid into the state general fund for the benefit of schools. Tax dodgers would be subject to fines of not less than $25 nor more than SIOO. and for second offenses be subject to imprisonment for not more than 60 days in a county jail. Dodging corporations would be fined not less than SIOO nor more than SSOO. Settlements of taxes collected would be made quarterly. Retailers wculd be required to keep and preserve sales records in accordance with state treasury requirements. and permit inspection by agents of the department. Tangible Property Defined Taxable tangible property is defined in the proposed bill as: The services of all public or private telephone, telegraph, electric, gas. water, heat and transportation utilities. Food and drink sold at retail for consumption by hotels, restaurants, cases, drug stores, saloons, dining cars and other food and drink ven- ( dors. Rentals of rooms, halls, fields, farms, apartments, houses, offices, warehouses, and all other rentals charged by all lessors to- all lessees as consumers. Goods, wares, merchandise and tangible things within the usual meaning of the term, sold at retail by sellers and purchased at retail by buyers for consumption or use.

Feb. 7—An affidavit ha. been filed in the Miami Circuit Court here charging Kenneth Spirgeon. Kokomo youth, with aiding Ralph Cummings in a sensational escape from the local jail several weeks ago. Cummings, who was recaptured and taken to Indiana State Prison for safekeeping, had frightened jail attaches when he flourished a vial containing what was thought to be nitroglycerin. It is charged that Spurgeon suppi ed Cummings with the keys to the jail doors. BUB Love Trouble By Ttmet Special BLOOMINGTON, Feb. 7.—Two young men, both in love but unloved, fell into the hands of police when they persisted in forcing their attentions on the unwilling objects of their affections. Lester Pless, 30, Bedford, was arrested when he allegedly tried to force his w*ay into the home of a young woman here to ask her to marry him. He was later released. Richard McPike, 16, of this city, is still in jail following his arrest. Fee Measure Quashed A House bill which would have permitted county treasurers to personally retain fees collected on delinquent taxes was decisively defeated in the House of Representatives yesterday afternoon. The bill would have permitted fees of 2 per cent on the first $30,000 and 1 per cent on sums in excess of that amount. Insurance Company Bill Companies collecting more than SI 11.000.000 annually from Indiana citizens for insurance protection are placed under the control of the State Insurance Department under the administration bill introduced in the House today by Rep. Roberta West Nicholson (D., Indianapolis). The measure codifies insurance laws enacted since 1852 and makes provision for the handling of insolvent companies bv the insurance department to avoid excessive receivership charges. Existing companies are placed in three general classes and formation of new companies would be subject to department approval. Provision is made for closer supervision of the investments and financial requirements of all companies and standard provisions in all health and accident policies are required.

Train Wrecked By Timet Special LEBANON. Feb. 7.—Three cars of a southbound fast freight train on the Big Four Railroad were derailed and three other cars on a siding were also damaged in a wreck at Thorntown, near here. None of the train crew was injured. A broken arch bar is held responsible for the wreck which V>ccurred at a crossing in the business district. BUB Funds Released By Times Special ELWOOD, Feb. 7.—Checks covering the entire amounts in unrestricted checking accounts of the defunct El wood State Bank will be mailed to depositors within the next few days, it has been announced. The bank was taken over by the state department of financial institutions Jan. 16.
