CONGRESS MUST APPROVE RELIEF FUN OUT ONCE $860,000,000 Is Needed for Federal Jobless Aid by Feb. 10. By L'nitrti Pm. WASHINGTON’. Feb. I. —Congress must pass President Roosevelt's SBBO,OOO 000 Relief Bill before Feb. 10 if federal employment aid is to continue after that date. Harry L. Hopkins. Emergency Relief Administrator, has only $50,000,000 on hand, one-third of the $150,000 000 he will need to provide food, clothing and shelter for the nation's estimated 10 900.000 needy during the next four weeks. Mr. Hopkins is proceeding along two lines in attempting to utilize his cash to the best advantage. First, he is spreading it out as thinly as possible in all states. Second, he is placing the relief burden on all states in proportion to their ability to bear it. President Roosevelt is aiding him. He transfered $30,000,000 from the now defunct Civil Works Administration fund to relief, and added S2O 000.000 from the Reconstruction Finance Corporation. He is pushing for expeditious passage of his huge relief measure. The plan is for gradual curtailment of federal relief expenditures as the President’s $4,000,000,000 public works bill, also pending in the Senate, gives employment. Mr. Hop-

Mr. Hopkins, despite the present financial emergency, said he had modified his order that some 4.000,000 unemployables” persons physically or mentally incapable of working—be returned to state local relief roils by Feb. 1. States unabie to shoulder the extra co6t, he said, will be given federal aid. "But we are not going to leave unemplovables on federal rolls in any state,” Mr. Hopkins insisted. ‘‘lt depends on the acts of Congress and old-age pension legislation and legislation for dependent children, but we are working out with states methods and plans for them to take over the balance of the unemployables other than old people that can be handled by some joint scheme. “In the meantime, none of these peopule is suffering, that is sure. The plan is moving very rapidly now, and I think it won't be long before they are all off federal relief.” Mr. Hopkins has instructed his regional administrators to appear before the 38 state Legislatures now

in session and point out the necessity for each state to finance part of its relief burden to cut down federal expenditures. For example. Howard O. Hunter, in charge of the Middle West, has informed Missouri the government expects the state to do ‘‘its fair share” by raising $1,000,000 a month. Nebraska has been called on for $4.000.000 a year. Illinois' share has bef>n set at $3,000,000 a month. Mr. Hopkins estimated federal relief expenditures will reach a peak of $l5O 000.000 a month during February and March, then decrease as the new public works program takes effect and spring alleviates winter suffering.
