HOUSE ADOPTS YEARLY PENSION BILLFOR BLIND Measure *o Provide S3OO Annually: Crime Acts Approved. In a bn.-ic session marked by bitter debate over a bill permitting pari-mutuel betting, the House of Representatives yt. tenia y adopted six bills, including measure protiding annual pennons of not more than S3OO for blind persons. New measures offered includ; a bill requiring counties, cities and townships to supply insulin free to diabetic poor and a bill requiring the marking of fruit and vegetable containers with the grade of the contents. Among the bills enacted was the Senate bill authorizing the Governor to return upon demand a person of unsound mind who has fled to another state. Also enacted by the House and ready for action of the Governor is the administration crime bill providing for reciprocal relations between the states to secure attendance of witnesses. Four Hou-e bills, one prohibiting marathon dancing and endurance contests, were advanced to third reading. Debate to indefinitely postpone H B. 97. a measure to require fruit and vegetable dealers to place their products in sanitary containers, failed and the measure was placed on third reading. Rep. James A. Moody <R., Lagrange* protested that the measure would result in farmers being fined SSO for failing to obey the measure. Proponents, however, said farmers would not be affected. BY JACQUES D’ARMAND United Press Staff Correspondent (Copyr.ght, 1335. bv United Pressl MEXICO CITY, Jan. 30.—Many articles have appeared in a section ox the foreign press exaggerating the re’igious situation in Mexico. Charges have been made in official bodier of the United States government that priests have been tortured and killed by government authorities during the church-state fight. Bitter as the conflict has been, including a dozen or more deaths caused by clashes between partisans of both sides, so far as an exhaustive investigation of the United Press has been able to determine, there has been no case of a puiest injured or killed by government agents. Several have been jailed on charges of law violation, but church officials themselves have made no charges publicly that priests have been killed or injured. The fatalities to date have resulted from two clashes in Mexico City suburbs. A gathering of Red Shirts, anti-religious youth organization, founded and fathered by Garndo Canabal, secretary of agriculture, invaded a suburb and fired into a crowd of churchgoers in front of a village church, killing five. Townspeople caught one Red Shirt and beat him to death with sticks and stones. Six of the Red Shirts and three townspeople were arrested and lodged n the district penitentiary.

President Lazardo Cardenas assured the country that the guilty parties would be punished. A! of the Red Shirts are now free on bond furnished by Canabal, awaiting trial. A few days later hundreds of students wrecked headquarters of the Red Shirts in the vicinity of the national palace after a battle in which many participants received pistol wounds and cracked skulls. Church members in another suburb, angered by the expulsion of their priest from his church, gave battle to 300 police with pistol fire that took four lives and caused nearly a score of severe wounds. Canabal remained a cabinet member, but the governing party expressed disapproval of his independent body of Red Shirts. A few hours after the fatal incident in which they participated, the Red Shirts were warned in a public statement by the National Revolutionary Party that hereafter the party would control all revolutionary activities of its members and would stand for no more independent action on the part of any bloc. The Red Shirts have been less conspicuous since. Most of the Disorders have been in the federal district. In the states, church people have been more passive. Licensed churches have been crowded at all services, while in some of the states where no services are allowed secret services are held in homes and other unauthorized places. Numerous arrests have been made and fines levied for such offenses, but the practice of ‘‘bootlegging religion” continues apparently unchecked. The government, in an effort to prevent further bloodshed, has forbidden the holding of public demonstrations by all factions, regardless

of their stand on the religious question. The ban or> demonstrations was issued personally by President Cardenas, who added that in no 'Kay was his order intended to interfere with the right to assemble peacefully in authorized places guaranteed by the Mexican constitution. Angered at unfavorable publicity, the government is preparmg to organize a department of propaganda to operate in conjunction with legations and consulates in foreign countries. A measure authorizing the organization of such a department has been reported favorably by congressional committees and probably will be made a law soon. Under the bill anew diplomatic post would be created called “attache for propaganda” and such officers would work directly with Mexican diplomatic representatives in foreign countries. The United States, because of its proximity and importance commercially to Mexico, is naturally the country in which the government is most eager to present its side of the argument. Attaches for propaganda would use newspapers, magazines, radio and lecture courses in seeing that the official side of the controversy is presented.
