OUT-OF-STATE RACE LOBBY TO FIGHTBET BILL Powerful Louisville, Chicago Ring Opposes PariMutuel Measure. Chicago and Louisville race track interests, alarmed at the possibility that Indiana is about to legalize pari-mutuel betting, has formed a powerful lobby to invade the General Assembly. Such was the information received today by Rep. Martin J. Downey (D„ Michigan City), co-author of the pari-mutuel bill now pending in the House Public Morals Committee. Chicago interests, Rep. Downey said, he was told, will resist the passage of a bill in Indiana, which, they believe, will divert thousands of dollars from Illinois betting to the proposed northern Indiana track. Rep. Downey asserted that he

would fight the out-of-state lobby when it goes into action. He said he would attempt to show present opponents of the Indiana bill that thousands of dollars of Indiana money are now sent to Illinois and Kentucky tracks, and that establishment of the tracks in this state and allowing pari-mutuel betting would keep this money at home and at the same time supply the state with needed revenue from the tax imposed on betting “takes.” Meanwhile plans were going forward for the amendment of the Downey bill if and when it reaches the Senate. Representatives of the State Department of Agriculture have been engaged with a committee representing county and district fairs in the preparation of a measure which would permit parimutuel betting. It now is expected that the bill

under preparation will be abandoned and important amendments offered in the Senate. Experienced political observers expected the race track lobby reported to be en route from Kentucky and the half dozen Chicago tracks would arrive well laden with entertainment facilities and well-filled wallets. Thousands of dollars in private and public revenue are at stake, it was pointed out. Rep. Downey declared it is possible to establish a race track within a 7-cent car ride from Chicago. The track, he believes, will attract the best stables, and incidentally Chicago racegoers and their cash.
