Cal * will reintroduce and press their Constitutional amendment for direct election* of the President and VicePr'"ijrnt. they revealed today. The last Senate rejected it. 42-44 In the House. Rep Lea obtained a favorable rommittee rpport. but dropped the fight following the Senate defeat. A two-thirds majority in each house is required, plus ratifleation of three-fourths cf the states. The Senate changed tiiP original draft to provide that each state’s vote be east as a unit, instead of both majority and minority v„ces being rounted in the national totals. | This rhange still is opposed by Rep. Lea although accepted by Sen NorEri*. *Thf Norris plan provides for abo.jr ion of the electoral college Voters 'jpould ballot directly for the Presiand Vice-President. But each stafp would retain its quota of electoral votes and th® candidate polling thp majority popular vote in a state would get all of the state s electoral Votes. Mr Lea favors the original form, j which would give each party a share of the state electoral votPS in proportion to the number it obtained at the polls. Sen. Cast of each meal was figured at seven cents. The total fed represented 7.5 per rent of school enrollments in every state except Alabama, Illinois and Michigan, which did not report.
