Mr. MrCarter is president of the In. on Electric Institute. He ealled on Mr. Roosevelt to discuss what he con iders the “crave crises" eonfronting his industry because of Governmental power developments. When he stepped from the Pre,i'enVs offiee after the interview, he distributed to newspaper men mimeographed copies of a statement atfsrking the Federal yardstick projects as “ruinous." Some Questions Are Asked N The introductory paragraph began In a pleasant r.nd agreeable interview I had wuth the President . . ’’ and ended bv saying that the statement was rel o s ed "with his permission." Witnesses wrrp unanimous in saving that Mr McCartet had no mimeograph machine up his sleeve while •alking to thp Pre ldert. Henre several questions have ben raised by captious observers: Did Mr. McCarter prepare the 'atement while talking to the President? Obviously, without a mimeographing machine, he could not. If he didn't prepare it then, when did he? If ho prrpared it before arriving, how did he know the interview* would be pleasant" and "agreeable?" There Are No Answers How did he know the President would permit him to release the statement ? The questions have received no official answers although it is abundantly plain that the Adnnni! rat ion was not pleased by the incident. The quirk response from Chairman MrNinch of the Federal Power Gommission warmlv rebutting the McCarter arguments, generally was believed to have been inspired by the President s indignation at such use of the White House as a sound-ing-board for private utilities propaganda .
