Dec. 18.—Thorough study of the problem of American neutrality in future wars is being undertaken at the State Department but no definite conclusions have been reached yet Cordell Hull. Secretary of State, said today. Mr. Hull reports that the United States was considering abandonment of the “freedom of the seas” policy were pure speculation. He explained that the survey had been going on for several months and is still ’n the study stage. Hopkins said today that the Scripps-Howard newspapers’ na-tion-wide relief survey has deepened his conviction that “the only answer to the relief problem is a worth-while job for each employable person.” “Work relief,” said the Federal Emergency Relief Administrator, “is more costly than handing out food or grocery slips, but it is worth the difference in its effect on morale. Also, work creates a demand for materials, and the manufacture of materials adds jobs in private industry.” The Scripps-Howard studies in 24

communities “reveal a remarkable grasp of the situation,” Mr. Hopkins declared. “I have read them every day.” His own reports, he said, showed similarly that the relief load is rising, but he said the gain “is not ' as great as I expected." Experience, he said, “points to j general increases in the relief load ! at this time of year.” Regarding the inadequacy of relief, emphasized in many of the Scripps-Howard reports, he said: “You can not expect a family that is getting barely enough to feed, clothe and shelter itself to accept relief as adequate. It represents about half of the normal family budget.” The Scripps-Howard newspapers found that administration of relief varies enormously in its efficiency and effectiveness. Cost of administration in the 24 areas surveyed ranged from 5 to 23 cents per relief | dollar. Mr. Hopkins said that such con- ; elusions were in many cases based on past months. The present administration in the majority of states is efficient, he said. “We are constantly reviewing our administrative set-up and strengthening it where it is weak,” he said. “Where administration costs are toe high, we are bringing them down.
These costs are much lower than a year ago.” The survey showed little proved J political interference. Mr. Hopkins’ only comment was a smile. He re- ‘ cently challenged his critics to present evidence of political manipulation, but ne has received none to date, he said. Concerning the morale of persons on relief, the administrator said: “I am constantly in touch, with this proolem and it is reassuring to know that the American people, now down in their luck, have not given up hope. “People don’t like relief. That’s a good sign. “There are persons who are satisfied to go along on relief, but they represent a mighty small minority. Most of these citizens want their 1 independence back and that’s what we must give them. “The way to restore a man, morally and physically, is to give him a job doing something useful. A regular pay day every week is what he wants. Asked how such jobs were to be supplied. Mr. Hopkins said several plans are being studied by President Roosevelt. “I can’t reveal the scope of these plans now, but the Administration has not backed down at any time
