BRITISH TROOPS IN CLASH WITH SAARCIVILIANS Trouble Caused as Member of International Police Figures in Crash. Af r*fw rrr* BAARBRUCKEN. Dec. 17. Resentment spread throughout the Saar today against foreign supervision of the Jan. 13 plebiscite as the result of two clashes between British members of the international police and civilians. Tension was perhaps greater than at any time during the anxio>s months of preparat.on for the plebiscite, in which the Saarlanders are to determine by ballot the status of their territory. Feeling spread to the officers who are supervising the territory under the League of Nations governing commission. Local newspapers launched attacks on the international police and said the clashes showed the people could not depend on them. The incidents came as a British army advance contingent, part of I the British-Italian-Swedish-Nether- j lands military force which will take j over the policing, left Dover on its; way to the Saar, and as Maj. Gen. John E S. Brind. British commander in the international army, hastened preparations for organization. The more serious incident occurred in *he early hours of the morning—a fight between civilians and James Justice, a British police officer, after a motor car crash in which a German woman was injured. In the fight, the police officer and a British companion, the Earl of Aylesford. were beaten severely and a German was shot in the abdomen. The other occurred in a case. Capt. A. C. Hemsicy, British chief with a party of British officers and civilians. German Prince Loewenstein entered. An argument broke cut. There was what was called a technical assault on the Prince, who protested formally to Geoffrey Knox, chief of the League of Nations Governing Commission. But this incident was a comparatively minor one. It was the motor car crash that caused the trouble, and it appeared that the governing commission would uphold the Saarlanders, for Mr. Justice was excused from duty and it was reported his “excuse” would be made permanent.
