STATE'S RELIEF ADMINISTRATION COSTS $250,(100 Huge Gain Shown During November iR Expenses for Office. (Continued From Pace One) ployment Relief Commission In July. 1933, started larger ink figures in the administration division of the ledger. The Transient Service Bureau, operating in a dozen Indiana cities, became a wing of the commission. Rural rehabilitation, killing of cattle in two relief packing companies, special educational projects, and the widened expanse of work proj-. ects ran admmistration into the $200,000 mark. Administration Costs Leap The administration costs leaped to $36,000 in June. 1933, with the organization of the Governor s commission. By December it had increased monthly to $69,000 as the unified relief body perfected its organization. From January. 1934, through October, the state administration cost has increased as follows:

October's cost was 7.2 cents of each relief dollar. • The commission, directed by Wayne Coy. former secretary of Governor McNutt, has been severe in charging administrative salaries and expenses to administration instead of to the individual projects. Reached 9.6 in January Administration cost nearest approached 10 cents of the relief dollar in January, 1934, when it reached 9.6 cents. Employment of 103.000 persons on Civil Works Administration cut the reliel cost, out administration work was kept at even keel to pick up the relief load when CWA work ended. The reliel load under CWA dr- p, cd to 62,000 families Disgruntled Democrats charge the commission is G. O. P. in its policies and leans backwards to give needy Repub ica ns key jobs. Republicans slur the cemtiission with the charge of a “Democratic machine." Director Coy, Democrat, steers a middle ground by admitting that “social workers are in the saddie." Headed by Fred Hoke, the executive committee of the Governor's commission is manned by more members of G. O. P. political lean ings than of Democrat.. G. O. P. Holds Edge Louis J. Borinstein. James W.Fesler, W. A. Hacker and William H. Book, former commission director, are committee members termed with “Republican backgrounds.” Mr. Hoke and the Rev. M. W. Lyons are placed under the Democratic banner. C. A. McKamey, fuel director, and S. J. Craig, purchasing agent, carry Republican labels. F. M. Rang, assistant director, was head of the Minnesota State Relief Commission. Dr. E. H. Shtneler. rural rehabilitation director, is a New Dealer on leave from the chair of economics of Franklin College. Miss Nadia D cm. social service director, is a f ruier case consultant of the Family Welfare Society and listed as a political independent. John R. Curry, state works director, is an engineer and architect. Where in May, 1934, the state commission had 1453 administrative employes, the ensuing months brought an increase until September's payroll was 1753 workers and October's reached 1891.
Qualifications Studied In Mi'iion County, the relief payroll viien administered by the township trustees prior to June. 1913 is estimated at approximately eighty employes in all townships. Center Township, the major relief unit, had not in excess of fifty employes. The month of May. 1934, saw 244 employes administering relief in all brandies, including the transient buretrj in the county, while September increased this number to 271 and October's payroll was 286. In the hiring of administrative emp- yes. R. W. Bunch, state personnel director, worries more about taping speed and need of applicants than the agility with which they pulled the rooster lever in the November election. Persons employed by private industry will not be hired. The major job dole of the administration is in the hands of Miss Deem, social service director. With five hundred social workers covering the state, the selection of those workers falls to Miss Deem. College degrees, a major in sociology. or at least several years in a univT'ity or normal school, are required of the relief investigators. Inherited From Old System Charges of political favoritism and tuilriing of Democratic fences rmre nearly is true in county relief units of the state. A portion of this political wardheeling wa inherited by the Governor's commission when it was organized in June, 1933. to go to the aid of dwindling relief funds of town hip trustees with Federal money. Each county has a relief supervisor directing all township reliet. One county • office in the north section of the state reported to The Indianapolis limes that it could dispense with one-fourth of the employes in one branch of the work if employes absorbed from the town- ■ 'hip 'rustee could be whittled from ! the payroll and younger and more -mcient employes hired. Carrying water on both shoulders and making en effort to placate county politicians, the relief supervisors seek to keep the township relief budgets high for direct relief by listening where possible, without sacrifice to efficiency, to the clamor of the precinct committeeman who spoke an earful about the capabilities of Mary Doe as a relief office worker. Bureaucracy teems state and county relief organizations. But each bureau is held accountable either to the state director or, in the case of the county, to a supervisor. Purchases for all bureaus are centralized in a purchasing department of the state commission iq Indianapolis. Every ton of relief coal is bought through the commission's fuel director. Bidding is necessary on all supplies above S3OO. Seventy fuel dealers handle the relief coal distribution in Marion County instead of a small coterie. A chain grocery is permitted to service direct relief grocery orders and pits its safes days against that of independent grocers.
