Oct 24 —Spurred by an epidemic of gasoline pricecutting wars on the Atlantic seaboard, the government today moved with speed and vigor to stamp out "hot oil" production in east Texas and save the petroleum code from threatened collapse. Unless an impending reduction of 50 cents a barrel in the price of crude petroleum at the w'ells can be averted, the industry laces a daily k>6B of $1,250,000. Crude is now bringing about $1 a barrel, with daily production about 2,500,000 barrels. On instructions of Attorney-Gen- , eral Homer S.. Cummings, L, R. Martlneau, special assistant in charge of "hot oil” prosecutions, ar- 1 rived in Tyler. Tex., today, to start legal proceedings against alleged violators of the production quotas laid down by Interior Secretary Harold L. Ickes as oil code administrator. "Gas wars” in several eastern states are attributed by. government officials to the continued running of east Texas "hot oil.” It is estimated not less than 125.000 barrels daily are being produced In excess of quotas prescribed by the state rail road commission of Texas, in conformity with the code. Now, however, co-ordinated action has been effected by the justice department and the bureau of investiga- ; tion of the interior department, un- • der Louis R. Glavis, and the government is proceeding on a united front to save its stabilization program. Mr. Glavis and representatives of the petroleum board have been in east Texas for several weeks gathering evidence. Mr. Martineau recently w ent to Texas to obtain firsthand information. Asa result of his ! report to Mr. Cummings, he has been sent back to Texas with full authority to start actions against code violators. Representative E. W. Marland, Democratic nominee for Governor of Oklahoma, has asked the White House to take notice of the situation and enforce the code. Prosecutions Promised Prosecutions will be brought, It Is stated, under Section 9-C of the code, which authorizes President Roosevelt to prevent the shipment in either interstate or foreign commerce, of crude oil produced in excess of allowances. Independents engaging in the price wars say they are due to attempts of the major companies to wipe out code differentials. Price cutting would be impossible, however, it is claimed, if cheap oil produced in east Texas in excess of quotas did not find its way to refineries and then into the market, at prices damaging to refiners who abide by the code. The code planning and co-ordi-nating committee, now r in session here, is reported considering a re- : quest to Mr. Ickes to exercise the ' price-fixing authority given him under the code but as yet unused.

POLICE MERIT PLAN BACKED Legislators Favor System Free of Politics, Truck Group Told. Questionnaires sent to all Indiana legislative candidates by the Motor Truck Association of Indiana asking their views on a six-point legislative program show there is almost unanimous sentiment to divorce the state police system from politics and place it on a merit basis. E. W. Abraham, organization secretary, announced today. The registration fees from all motor vehicles w r ould be allocated to the state police by statue, under the program. The replies also indicate that about 60 per cent of those questioned are in favor of repeal and an additional 20 per cent are in favor of reduction of the $1 tax on each 100 pounds of "for hire” motor vehicles. This is another point in the truck association program. Approximately 90 per cent of the replies favor the elimination of the state license fee on passenger cars and a return to the original registration fee of $3 a year. About 75 per cent are in favor of similar action in behalf of motor trucks, Mr Abraham said. Practically all replies, he said, are against diversion of the gasoline tax to other highway purposes, but many indicate that a portion of the counties’ share should be used to retire gravel road bonds.
