GOLD STANDARD NATIONS DEBATE FUTUREJOLICY Delegates Meet in Belgium to Chart Course of Action. By Vnitf<l Prcsn BRUSSELS, Oct 19.—Experts of Europe's seven gold standard nations met today for a conference that may decide whether they can continue their present gold policies or whether first Belgium, then other nations will Join the United States and other nongold countries. The test will be in trade. Belgium has demanded important trade concessions as absolutely essential to its adherence to gold. The concessions would have to come from France. France is not sure that It will be able, in view of trade treaties and its own situation, to grant sufficient benefits to satisfy. France, Belgium, Holland, Luxemboug, Italy, Switzerland and Poland were represented. Among them they hold $7,854,000,000 in gold. Os this France holds more than $5,324, 800,000. It was frankly a defensive conference, called by Belgium less than two months after a meeting at Geneva. France May Be Isolated There was a plan to create a stabilization fund to give help to any nation in the bloc whose position was endangered. But France refused to share the burden, as hers would have been the greatest contribution by far, and she saw danger that the franc's gold backing might be weakened. Hence the new plan to expand trade within the gold bloc itself, in the same manner as the nations in the British empire are trying to keeD trade in the family.
