The United Press learned that liability of ship owners for their passengers’ security probably will be increased and safety statutes strengthened. Dickeron N. Hoover, of the bureau of navigation and steamhip lnpection, who conducted hearings in New York after the Morro Castle burned off the New Jersey coast with a loss of 134 lives, is preparing a report for Daniel C. Roper, secretary

Strict examinations for all seamen to replace the present system of issuing certificates on the basis of personal affidavits of service records. (Ships' officers already undergo rigid tests.) Mr. Hoover would not discuss the nature of the report. He said it would be submitted to Mr. Roper later this week. “I intend to give a frank picture of the origin of the Morro Castle blaze with my recommendations.” he said. “Whether the report Is ever made public is for Mr. Roper to determine. ”1 intend to state the facts and let. the chips fall where they may.” Meanwhile, the steamship inspec- i tion service ordered Acting Captain William F. Warms and four of his! subordinate officers on the Morro j Castle to show cause Oct. 29 whyi their licenses should not be revoked ' for alleged negligence. Department of commerce officials I said Mr. Hoover’s investigation' probably would result in an ex-
tensive administration program to 1 tighten safety regulations and improve the United States merchant marine. One high department official, speaking on the question of increasing ship owners’ liability, said: “The present system of limited obligations was designed for use 1.000 years ago—in the days of small sailing craft. “Today we have modemly equipped ships with radio and many other valuable facilities, thus lessening the risks. By extending liability requirements, ship owners will be compelled automatically to keep their craft safe and sound.” Mr. Roper said he would make public Mr. Hoover's report, probably next week. He said that throughout the entire Investigation, department of commerce authorities had turned over to the district attorney of New York all evidence purporting to show criminal activities. He said none of this was within the jurisdiction of his department and that it would not be included yet in the Hoover recommendation for action.

CITY YOUTH HONORED AT NAVAL SCHOOL Glenn Baker Obtains High Award in Hospital Class. Glenn Jacob Baker, son of Jacob E. Baker, 1504 Linden street, has been graduated from the Navy Hospital school, Portsmouth. Va„ with a mark of 98.25, the highest in his class, the navy recruiting office here announced today.
