CAPITAL VIEWS BONUS BATTLE WITH ANXIETY MacNider Switches, Now Favors Payment: Legion Stampede Feared. By Bcripps-Ho*rard Srwt payer AlUamre WASHINGTON. Oct. 17 — President Roosevelt and administration leaders are casting anxious looks toward Miami, where the American Legion Is assembling for Its annual Preliminary reports indicate a threat that the delegates may be starriprded for immediate payment group of Republicans, active bonus advocates, and would embarrass President Roosevelt. The President is concerned, for injection of the issue into congress this winter would be regarded as most unfortunate. The necessary $2,200,000,000 outlay required would disrupt the government's entire financial program. Large appropriations are necessary for relief distributed to all alike, including needy war veterans. Some Legion leaders are disturbed over the alleged effort to use the bonus issue to involve the organization in partisan politics. A recent addition to the ranks of bonus champions is Hanford MacNider. former national commander and prominent in Republican politics Mr. MacNider led the fight at the 1931 Detroit convention again the bonus when President Hoover made a personal plea to the delegates. It was defeated. 902 to 507. Favors Immediate Payment MacNider reversed his position in a statement Oct. 6. as follows: “I am for the immediate pay- ; ment of the adjusted compensation certificates. For years I have fought against similar demands because I believed that such an at- j titude on the part of the legion | would constitute repudiation of ] promises, at least implied, when we ! . accured passage of that legislation. 1 “When, however, the government j in the name of emergency repudiates its promises to pay in gold : and deliberately deserts every pre- j tense of a sound dollar or a bal- j anced budget it repudiates its prom- j ise to every service man who holds i a certificate and takes from that i man's dependents the insurance j they had a right to expect. ' Half the dollar the government ' promised him is gone.’* The present convention will find j Mr. MacNider supported by Phillip j Collins, Chicago Legionnaire and Republican who sought recognition for younger Republicans at the Chicago Republican national committee meeting a few months ago. Powerful in Legion MacNider, who is from lowa, was , once assistant secretary of war. ; subsequently minister to Canada i and candidate for the Republican j vice-presidential nomination at the : 1932 Chicago convention against j Charles Curtis. He is a powerful figure in the Legion. President, Roosevelt may take the j occasion of his address Friday at Roanoke, Va., where he dedicates a j veterans' hospital, to say something |
