FULL FIRST AID TRAINING TO BE GIVEN POLICE Force Ready to Begin Most Ambitious Program Ever Attempted. Police today were ready to begin what was described as one of the most ambitious Red Cross first aid training programs ever attempted by the constabulary of any American city. Before it is ended. Chief Mike Mg rissey said, every member of the force will be able to give scientific first aid. according to the chief. * This means that two minutes after accident reports are put or the air for .-quad' cars by the police radio, first aid will be available for victims Chief Morrissey, who said he intended to take the course himself, explained that the instruction, to be supervised by Dr. Herbert T. Wagner, first aid director for the Red Cross here for many years, will be a gift of that organization to the police. Training to Start The first step will be the training bv Dr. Wagner. Lewis C. Robbins and Herbert T. Wagner Jr. of policemen who will become instructors to their fellows in the department. Classes for men from whose number these future instructors will be selected will begin Monday night and will be held Mondav and Thursday nights, with attendance required at fifteen classes of two hours each. Those assigned by Chief Morrissey to take thp instructors' training at Red Cross headquarters, 777 North Meridian street, will be given examinations when the course is ended. WAGE DECISION TO AFFECT 500 HOMEWORKERS Indiana Case Argued Before Board of Industrial Appeals. By Time* Bpecinl WASHINGTON. Sept. 27.—More than 500 home workers, employed at Tell City and Troy in weaving double cane-bottomed chair seats, will be affected by a wage decision now pending before the NRA board of industrial appeals. The case was argued before the board Tuesday. Factory owners are opposing the order of the recovery administra tion to establish a scale of 8 cents for each 100 square inches of weave. They refuse to offer more than 6 cents on the ground that, if they did, the industry would be killed off by competition of wooden seats made in factories. Evidence disclosed that the Indiana factories now are paying 5 cents, and some in the southern states as little as 2H cents for the home work. It takes 200 square inches for the average chair and

nearly an hour to weave this much, the evidence disclosed. The Tell City Chair Company had signatures from nearly all home workers asking to retain the 5-cent rate. They were presented by C. F. Fenn, plant manager and company official, who appeared with his attorney, W, C. Welborn. Evansville. The code administrator contends that this scale for semi-skilled home Work is far below the 30-cent minimum for common labor in factories under the furniture code. Department of labor officials testified that their survey in Kentucky and Tennessee showed that the home work plan meant exploitation of workers, child labor and unsupervised hours tended to further depress wage stales in the vicinity. The matter was taken under advisement by the board, wjiich is headed by A. J. Peaslee. SPEEDWAY CITY DELAYS SCHOOL CONSTRUCTION Community Will Await More Pressing Need for New Structure. Speedway City’s erection of a high school will be held in abeyance. The community, although favoring the construction of a four-year high school, will await more dire need of the structure. This was announced today following a mass meting last night in which school board members explained plans for the proposed school. Howard Wilson, Speedway City school board president, explained today that a high school would cost approximately $145,000. He said its erection would be a saving to resi-

dents of town who were paying out tuition for sending ttieir children to Indianapolis high schools. The town has operated a grade school system since 1928 at a saving of approximately $150,000 in comparison to tuition fees that would have been paid out by parents. A block of the new high school will be built in the future to house the present ninth and tenth grades which now are located in the grade school building.
