Walter B. Harding, executive committee chairman, today announced the appointment of James E Fischer as chairman of the speakers bureau of the Chamber of Commerce Better Hoiking program. Mr. Fischer formerly was district Kiwanis governor, aryl was m chargf of the NR A drive last spring when Indianapolis was the first city to complete the survey. Plans for new building, in addition to those for repair and modernization. will be completed by Nov. 1. Mr Fischer says. Hy I'nittd Prrmn TOKIO, Sept 21—With deaths among school children the largest toll, prefectures of southern and central Japan tonight counted at least 871 dead and 280 missing in the wake of a terrific typhoon and tidal waves. Relief workers, rapidly surveying the havoc of cyclonic winds and mountainous waves, estimated that 150.000 persons need food and clothing. The death list mounted steadily as the reports from the devastated ; area came trickling in over disrupted communication lines to government offices here. In the latest reports, the following tabulations were made: Osaka prefecture: 658 dead; 260 missing; 2,310 persons injured. Kyoto prefecture: 209 dead; 748 injured; several score missing. Tokio City; four dead. 33 injured. The storm centered its fury on Osaka prefecture. Several SOS calls were heard from Japanese coastal ships off Izu peninsula. A portion of the wall of a prison in Gifu province collapsed, but auj thorities prevented the escape of convicts.
