Every resident in Indianapolis is affected detrimentally by the present method of distributing the receipts of the state gross income tax.” Mr. Borinstcin said. The chamber president said that ultimately income taxes are paid by the consumer as a part of the cost of conducting business.

Instead he indicated he would attack the New Deal legisla- | tion in the courts. By his voluntary retirement, Rep- . resentative Beck became the second representative to take such action ; in protest against the New Deal.
