Sept. 13—There *ill be cheer In the drought area this winter—more than half a billion dollars of it—Agriculture Secretary Hnry A. Wallace told the United Press today. The drought left only one real problem. Mr. Wallace said, and that’s feed for livestock. There’ll be plenty to eat for human beings, work for those who are destitute. These programs involved the crop years 1933. 1934 and 1935. A large portion of the payments, however, will be made this year. $5*7.900.000 Available In the twenty-four drought states, the rental and benefit payments will total approximately $587.600 000. Os this total, more than $282 882.000 already has been paid to farmers in the area. "Cheeks have been going out steadily,” Mr. Wallace said. "Next month approximately $60,000,000 will be paid to farmers in the stricken area. There is going to be plenty of cash money In the area. Our real problem is feed for livestock, principally cattle.’* We are making every efTort to meet that problem, too. Supplies of corn fodder in the areas which were not seriously affected by the drought are being ’spotted’ in ord ß r that they can be made available to live stock producers in the burned area "To encourage com farmers to bale their fodder, the AAA has guaranteed them a price ranging from $8.50 to $9 a ton. We do not plan to buy these supplies, but will merely act as an agent so that drought area farmers can obtain feed for their stock. Hog Situation Better "The hog feed situation is not nearly so bad as the cattle feed. The pig and sow reduction program put through last spring, so reduced the numbers of swine that there is sufficient feed available in the country to carry them through the winter." The department has prepared estimates of the cash payments to be made in the various states in the drought area during the next few montha. These payments are in addition to the millions which are being

Sept, 13— Newspaper accounts of the disaster which overtook Ward liner Morro Castle Indicate that "the best of discipline was not maintained." according to Floyd Hutchinson, Newcastle, former third mate of the vessel. Mr. Hutchinson, formerly in the United States navy, worked on the liner dunng the winters of 1919-1920 and 1920-1921. He was in charge of navigation of the ship from 8 to 12 both morning and night. Commenting on the fire which reduced the liner to a hulk Mr. Hutchinson said: "While the passengers in such a state of fear are hard to control, the officers and crew of a ship undergo a strict disciplinary training that should not break down in such an emergency." He recalls that the Morro Castle was built in 1900. and was a rather flimsv ship, although there is no reason to believe that she was not seaworthy.” _____

Whether any arrangements will be made to restore telephone service is not yet known.. mam Presbytery Meeting Set By 7 <mt Fprrtnl SHELBYVILLE, Sept. 13.—Annual fall meeting of the Whitewater Presbytery will be held in the First Presbyterian church here Monday and Tuesday. The Rev. Willis B. Booth, presbytery moderator, will preside. spent for relief in the sun-baked area. Harry L. Hopkins, federal relief administrator, estimated that approximately 950,000 men are working on projects in affected states. These men are being paid from 35 to 40 cents an hour. They are throwing up earthen dams to hold water in reservoirs, digging wells and other projects which will tend to ward off a water shortage in future years. An entirely new program of work relief is being devised for this winter, it was understood. This program probably will not be announced until sometime next month but it was believed that it would include adequate work for heads of families in the drought area. In addition to these activities, the Civilian Conservation Corps enlisted 50.000 young men and boys from cities and farm ci’ the area. POLISH JEWS ARE DEPRIVED OF LEAGUE AID

Protection by Geneva Is Taken Away by Ultimatum. By L'nitr4 Prem GENEVA, Sept. 13.—An ultimatum depriving Polish Jew* of the protection of the League of Nations was issued to the assembly today by Joseph Beck, Polish foreign minister. The ultimatum affects 3,500.000 Jews in Poland, placing their rights solely in the hands of the Polish government without recourse to the league, which hitherto has guarded their interests under the Versailles treaty. Minister Beck announced Poland's decision to dispense with further international attempts to control Poland's treatment within her borders of "minorities"—the population acquired by bounaary revisions under the Versailles treaty. Jewish organizations throughout the world were expected to protest the decision. The recent Jewish world conference at Geneva passed a resolution in favor of reinforcing the rights of Jew’s under the minority agreements of the treaty.
