BAR TO DISCUSS PROPOSED LAW PACT ON BANKS Tentative Agreement Would Bar Trust Companies in Legal Field. A proposed agreement between tMe Indianapolis Bar Association and bank.' and trust companies here to prohibit certain ‘ unauthorized practices of law ” was to be submitted at a special meeting of the asaociatton at 3 30 today in circuit court. The agreement proposes that banks and trust companies agree not to advertise that they maintain law departments or salaried attorneys or that they will draw wills or legal Instruments. Other points are: Banks and trust companies would not publish or distribute forms of wills, trust agreements. deeds, leases, mortgages and cont racts. Banks and trust companies would not permit any employes or salaried attorneys to give advice on legal quest ions. Banks and trust companies would advise their clients to consult independent attorneys on legal matters. In case of dispute the agreement proposes the problem be presented to a committee of five, two members of which will be appointed by the Indianapolis Clearing House, two by the bar association and the fifth by the o'her four members. If the committee can not agree the dispute would be referred to the circuit judge under the proposal.

STATE HIGHWAY BOARD TO BUILD TESTING PLANT • Federal Condemnation of Present Site Leads to Action. Possible condemnation of the state's highway department testing laboratory by the federal bureau of roads today led the highway commission to seek property on which to build a plant. The presen laboratory, located in the state highway department’s office here, has been declared inadequate for the load which is placed upon it, John W. Wheeler, a member of the commission, said. Sand, gravel, brick, cement, steel, pipe, asphalt, gasoline, oil. tar. paint and other materials used by the sttae highway department in its various construction programs are tested and given approval before they are permitted to be used in projects. Approval of Attorney-General Philip Lutz Jr. has been received by John D. Adams, chairman of the highway commission, to construct the new laboratory and maintain it from highway funds. The American school savings bank system now operates in 15,000 schools.
