STATE BANKERS'. OFFICER SLAPS RIJCKER REPORT
Charges Court Prober Has Little Knowledge of Indiana Laws. A sharp rebuke to Alvah J. I Rucker, special bank investigator, for alleged failure to familiarize himself with the state banking laws was administered today by Don E. Warrick. Indiana Bankers’ Association secretary, in a letter to Mr. Rucker. Copies of the letter were given to | the daily newspapers. Mr. Warrick took exception to Mr. Ruckers plea for new banking . legislation by saying. - i am wonder- | mg if you have made yourself familiar with what has transpired in | the way of Indiana bank legislation since March 9. 1931. "The reading public is led to be- ! lieve that you are a specialist in | this field and they immediately bej gan to look for your recommendations.” Mr. Warrick traces in detail the legislation sponsored by the Ini diana Bankers’ Association and | pushed by Governor Paul V. McNutt. He refers specifically to the new Indiana financial institutions act .and the establishment of financial institutions department with its banking commission, appointed by Governor McNutt. Gives Law's History He cites, too, the fact that the law went into effect six days before the banking moratorium at a time when there were 510 state banks, trust companies and private banks in Indiana operating under a charter basis. Therp are now 412 chartered banks operating on an unrestricted basis, 363 of which have their depositors’ funds insured up to $5,000 on each account, according to Mr. Warrick. These statements are followed by this observation by the bankers’ spokesman: ‘‘l am at a loss to understand how you could lead the reading public to interpret your report as recommending new legislation for the protection of present depositors in going Indiana banks in view of the foregoing. “One would have thought that you would have informed yourself upon the new law and its administration, as you by indication point out the application of the old law as it relates to your case in point. Best Law in U. S. “Possibly there are some minor ! changes to be made in the new law as experience of its application unfolds these points to be found in any new law. However, people who have an understanding of banking, ; banking laws and administration are 1 in accord that the new Indiana law and its administration is probably ; the best law in the United Stales.” Mr. Warrick concludes his stinging slap at Mr. Rucker’s report with the observation that the Indiana Bankers’ association is interested in I seeing that the banking public is ! given the benefit of recent and cur--1 rent information pertaining to \ banking and is not misled by a lack of such understanding. BUILDING POUGHT BY MEYER-KISER RECEIVER Purchase of Evansville Apartment Completed by Garvin. Purchase of the Donaldson Arms apartment building. Evansville, by Thomas E. Garvin. Meyer-Kiser bank receiver, was completed today to protect interests of depositors of the defunct bank. The building, in which the bank had an interest of $356,000, was bid in at receiver sale in Vandcrburg county, at $32,000. Only $l5O actual cash was involved in the sale. Mr. Garvin said he had acted under instructions from Circuit Judge Earl R. Cox, and that the building would be resold.
