BANKING POLICY OF NEW DEAL SWINGS 'RIGHT' Appointment of Black Seen As Definite Move Against Inflation. JTif Krripp-11*wmr4 A lHtnci WASHINGTON, Aug. 17.—Roosevelt administration financial policy look a decidedly conservative trend today. It appeared to be swinging against Inflation. Black, retiring Governor of the Federal Reserve B< trd. who had been delegated by Pr*...rient Roof- velt to act as liaison ofiicr between the administration and financial institutions. Mr. Black will assure the banks that administration financial policy is to be conservative, it wasjearned authoritatively. His ta*k will be to acquaint bankers with the purposes and aims of the administration and to keep the administration advised of the problems of the bankers —to the end that the bankers will up their purse-strings and furnish needed capital to stimulate the capital goods industries. The banks have been 'hesitating." is the way administration officials prefer to put it. Beyond the administration's evident attempt to court favor with the banks there have been several sign, of a more conservative turn in financial policy. The administration privately has sought for several days to remove any real inflationary complexion from its recent nationalization of silver. The re ason Is obvious. Not only is banking support needed to revive the capital goods industries — among other agencies, through the boasing corporation—but the government needs the help of the bankers in its refinancing. Wilson, alias Robert Jones, charged with the murder of Mrs. Irene Debolt of Cleveland, in the desert near Van Horn, Tex., arrived in custody today on the steamer Pan-America from Trinidad. Wilson was picked up through a picture printed in a detective story magazine which, ironically enough, he himself bought. Another member of the crew of the Lady Nelson of the Canadian National line, on which Wilson served as steward, read the book and notified Texas officials.
