ILL VETERANS’ ESTATES WILL BE PROTECTED Legislative Safeguards Are Assured by Committee Probing Waste. Ou r Hm i . Invest!gat.on of the handling of mentally incompetent veterans’ estates in Indiana will come new legislation in the nex congress to tighten restriction on banks as guardians. This was assured today as the congressional subcommittee, probing the wasting away of veterans’ estates in Marion. Ind., arrived in Chicago to continue its investigation of estates in that territory after a hearing here yesterday. Two recommendations which maybe submitted by the committee’s chairman. Congressman Wright Patman iDem., Tex > are the taking of ail guardianship estates out of the hands of commercial banks and the forcing of all banks acting in a fiduciary- capacity for the trusts to file corporate surety equal to the amount of the estate's assets. Banks Held Capable Congressman Patman intimated that these suggestions for legislation would be incorporated into actual bills when he called B. W’. Breedlove, chief attorney of the United States veterans bureau in Indiana, to give an off-the-record opinion as to the legislation needed to prevent re-occurence of the wasting of thousands of dollars of veterans’ estates by bad banking practices and alleged speculation with trust funds. The congressman admitted that after hearing thousands of words of testimony on the waiting away and mismanagement of thousands of dollars of veterans’ estates by one Marion bank, he still was convinced that banks could handle funds more satisfactorily and keep them in hotter shape than individual guardians. Mr. Breedlove agreed with the congressman. Necessary Safeguards Suggested He suggested the safeguards necessary to prevent another debacle of a similar nature. f The committee requested Mr. Breedlove to send it a memorandum of his suggestions for use in preparing a bill to safeguard future investments and trust funds. It is the opinion of members of the committee that only government securities or high-grade municipal bonds should be permitted as investment mediums of estates of veterans. Laxity of Law Blamed Laxity of Indiana's law governing state banks as well as the federal law was blamed by members of the committee. In the past banks have not been required to give bond under federal and state laws when administering estates of veterans. Individual guardians. relatives, have been required to make bonds. Investigation of the affairs of the Grant Trust and Savings Company of Marion by The Indianapolis Times during the winter months ; was responsible for the probe and ' the possible change fV federal laws in the administration of veterans' estates.

Rubber tire and battery dealers operating under the retail trade code are now required to file retail price and conditions of sale schedules with the district compliance agent, it was announced today by William H. Flanders. 311 Chamber of Commerce building, recently appointed bv NRA authorities as Impartial agent and managing director of the district control board with jurisdiction over Marion and thirty-six other central Indiana counties. Mr. Flanders is also executive secretary and chairman of the board of the Tire and Battery Dealers’ Association of Indiana, the district code authority. Members of the code authority board are Edward Johnson, Gilbert Small, William Grimes, Harry E. Scott, John Ailos, Karl Gassart, ,Clarence H. Brown, Walter Kuhn and E. E. Short, all of Indiana polis. CONCESSIONAIRE VOTED SSO REWARD BY CITY Capture of Theft Suspects Wins Praise for Act. The park board yesterday voted to pav a reward of SSO to Jack Cone, concessionaire at the Twenty-sixth street bathing beach, for his alertness in capturing two men who were stealing a boat from the beach on the night of Friday 13. Mr. Cone apprehended the thieves as they were leaving the beach with the boat on top of an auto, holding them until police arrived. The men, Lucirn Stewart and Clarence Heather, were later fined $lO and costs apiece for the theft.
