July 27—The government closed in on the underworld from another angle today when the new federal firearms control law became effective. The new law places stringent regulations and almost prohibitive taxes on sales of machine guns, sawed-off shotguns and other favorite gangster weapons. Under penalty of heavy fines, it requires registration and fingerprinting by all owners of existing arms of these types. While the commissioner of internal revenue and the justice department prepared regulations for enforcement of the firearms law. the are federal sleuths who directed the remorseless hunt for John Dillinger met in secret conferences and plotted the end of the rest of his marauding crew. Purvis Won't Talk 111 the conferences were J. Edgar Hoover, chief of federal ojierative.s; Melvin Purvis, head of the Chicago unit who personally led the party that shot Dillinger; and E. J. Connolly. leader of the special federal “Dillinger squad ’ working out of Cincinnati. They prepared for a fresh start in the hunt lor "Baby Face" Nelson and other Dillinger associates. I rvis declined all comment on the Dillinger ease. Hoover said absolutely nothing more was going to be revealed in federal quarters regardless of whatever may be disclosed by the Chicago police or other sources. The new firearms act was passed bv the last congress to strengthen federal authority in the campaign against crime. “It is not expected that this lawwill keep all sawed-off shotguns out of the hands of criminals,” a justice department official explained. “It is believed, however, that the criminal element will violate the act. thus laving a foundation for forfeiture of their weapons and for imprisoning them." 5.000 “Death Dealers” The number of sub-machine guns alone now in the hands of criminals is estimated as high as 5.000. The new law applies to all machine guns and automatic rifles, sawed-off shotguns and rifles and to silencers. Within the next fifteen days all manufacturers, importers and dealers will be required

In reply to my request. Albert Whitman A: Company of Chicago sent me “Rowena. Teena, Tot and The Blackberries.” I discovered that this fascinating book was written by Mrs. Fannie Burghcim Biumberg who lives near Terre Haute. Because she is a mother of four children she is a student of books for children. Aithousrh she has written several books for children, her first one. The First Circus,” has been the favorite up to her latest. Rowena. Teena and Tot "were three little Negro girls, who went to visit their grandmammy in a little town in the South.” This grandmammy did not talk like her grandchildren did, according to the author. .So Grandmammy talked this way when she invited the three children to go with her blackberry picking: “Dis is a fine day fo' blackberry pickin’. Git yo’ pails, put yo’ bonnets on and le's go.” Grandmammy harnessed Rosie, the horse, to the surrey and after Rowena, Teena and Tot had put on their colored aprons, the four were ready to go. Their experiences are told in a quaint little story of youth and made more interesting by many marvelous drawing in color by Mary Grosjean, an artist living in Rochester. New York.
