July 20 —The views of at least one member of Governor Paul V- McNutt's committee of experts, now studying Indiana s penal and correctional system. on that system are available in print—and they are not complimentary. F. Lovell Bixby, federal authority on penal affairs and representative on the McNutt committee of Sanford Bates, federal prison bureau director, is the man who is on record. The parole system has changed slightly, but the lack of thorough study of each case, trained parole officers and prompt reporting is said still to prevail. It was this lack of adequate organization which led Mr. Bixby to term the Indiana method a “paper parole system.” His findings on the state prison, as set forth in the report, are summarized as follows: Custodial Type Prison “Indiana state prison ranks high among the prisons of the country with respect to efficient management and humane treatment of prisoners. It is an excellent prison of the primarily custodial type. "It is among the most backward in the application of such modern methods and techniques of rehabilitation as classification, education, recreation, vocational training, inmate participation and parole.” Surveys of the prison. Pendleton reformatory and the Women's prison at Indianapolis are included in the report. No Effort to Reform The reformatory, where Dilhnger received his preliminary training before being graduated to the prison, has a good plant, but makes little or no effort to reform, Mr. Bixby found. It is overcrowded and “the reformatory program is almost negligible.” his report sets out. The rules are “too minute and unduly restrictive” and the cruel “stand up ' system of punishment still prevails there. This should be abolished at once, he recommended. Both prison and reformatory guards should be put on an eighthour day, six-dav week basis and personnel should be selected on the merit system, with pension for those who make it their life work, the report advises. Management of the Women's prison is highly praised, but the building is termed a “grave fire hazard.” The staff is too small and overworked also, it is stated.
