CHIEF OF U. S. RADIO SUFFERS 'MIKE FRIGHT' Judge Sykes Survives Three Administrations; Has Secret Sorrow. BY DANIEL M. KIDNEY Time* Staff Writer WASHINGTON. July 16.—Euerne Octave Sykes—Judtje Sykes, as he is known here and in his native Mississippi—was named chairman of the new federal communications commission by President Roosevelt, because he possessed the maximum experience in such national regulation that has been availaole in the United States. For Judge Svkes was rnaoe a charter member of the federal radio commission by President Coolidee in March. 1927, and served with that body until it was absorbed by the new set-up this month. A Democrat, he twice was relppointed bv President Coolidee and twice by President Hoover, and has been chairman of the commission in the Roosevelt regime. Mild mannered and unassuming, the fudge would deserve his title—if for no other reason—by virtue of a demeanor that is the apotheosis of judicial poise. But in addition to that he served on the supreme court of his state from 1916 to 1924. Heads All Communications He retired to the private practice of law in 1924. It was ihe lawinterest, he explained, that caused him to accept the radio commission appointment which now' has i.d to the v ider field of all wire ar.d wireless communications. The jurisdiction of the new commission includes all radio allocations and telephone and telegraph systems engaged in interstate operations. An investigation of the status of such services is to be launched at once by the commission, the data to be available to the next congress as the basis for additional regulatory law. “Just say I'm a lawyer and always have been," savs Judge Sykes when asked for a short description of himself. Ail but one of the six other commission members also are lawyers. Perfect Poker Face Judge Sykes is no golfer, but he is well equipped for his occasional pastime—poker playing. He has a perfect poker face, as many perspiring advocates have discovered when arguing their cause before the radio commission. An intellectual rather than muscular type, the judge nevertheless likes to witness feats of athletic skill. He is an ardent wrestling fan. and when giant matmen meet here Judge Sykes is often seated close to j the ropes. His years of experience with the radio have brought with it what might be termed a secret sorrow'. J For the imperturbable Judge Sykes | still suflers from "mike fright." Consequently he is seldom heard' over the air. although all stations are open to him constantly. He is 58, married, has three children and lives in Bcthe.sda, Md„ a Washington suburb. There he indulges two hobbies —his fine library, and entertaining two grandsons, aged 2 and 5. His student days were spent at St. Johns college, the United States naval academy, and then the Uni- j versity of Mississippi, where he studied law.
