July 13—Three members of congress, it was disclosed today, have received financial and through the home owners’ loan corporation, the government's agency for the relief of distressed mortgage debtors. The loans, one to a senator and two to representatives, have since been legalized by a "sleeper'’ which was slipped into the housing act in the closing days of the last congress. Before the rider was adopted, criminal statutes forbade a member of congress to make a contract with the government, on pam of a 53.C00 fine and the voiding of the contract. Wording Is Technical The rider, so technically worded that its significance escaped all but the few members “in” on the strategy, opens the door of both the HOLC and the farm credit administration for loans to members of congress. HOLC officials declined to name the three congressional beneficiaries because a rule forbidding employes to give out names of loan applicants. State and local managers, it was pointed out, will be in an embarrassing position if more members seek to take advtange of their new privilege. Most of the managers nave political obligations and would hesitate to reject a congressman’s application. Distress Is Essential On the other hand, the HOLCs recently tightened eligibility requirements for loans would preclude mortgage refinancing by congressmen if given strict interpretation. The new regulations provide that ; the mortgagor must be actually in j distress in his mortgage payments, ] and that he can not receive HOLO aid for the purpose of easing other debt burdens. Under these regulations, officials find it hard to see how a $9,500-a-year congressman can be in dis- , tress when the relief is limited by > law to mortgages not exceeding I $14,000.
