PONZI REFUSED FULL PARDON; FIGHTS EXILE Wizard Begs in Vain for Another Chance Before Governor. r.-t I nH‘ Prr * BOSTON. July 12.—Governor Joseph B Ely. after a brief hearing tobav. denied the petition of Charles -Get-Rich-Quick i Ponzi for a full pardon. An hour later. Ponzi surrendered to immigration authorities at the East Boston station. It was unders*o~d that he would apply immediately to federal court for a writ of habeas corpus, which would insure his freedom pending his fight against deportation in the federal courts. The Governor's decision repreented a defeat lor Ponzi in his batlie to evade deportation on grounds of moral turpitude. Ponzi, whose “quick riches" schemes of 1320 involved $8 000.003 to $14,000,000. had hoped to gam a full pardon, which would enable him to rerftain in this country. Unless his fight in the federal courts, which he doubtless will carry to the United States supreme court, is successful, he will be deported to his native Italy. With his attractive wife Rose at his side. Ponzi acted as his own counsel during today's hearing at the state house. He admitted that he had erred, but stid he realized ' ha’ his outlook on life had be n n wrong and begged for another rhanee.

INTENSIVE BEER WAR IS WAGED BY BREWERIES Rebate System Is Used to Push Sale of Popular Brands Here. BY JAMES DOSS Times Staff Writer Indianapolis and the remainder of the state, is a battle ground for an intensive beer war being waged by the major brewing companies. So far, there has been no violence, although there have been reports that certain kinds of pressure are being used in the interests of one beer. The chief weapon employed by the brewers is the apparently harmless rebate which takes a number of

forms and in some instances reacts to the benefit of the consumer. The rebate plan operates something like this: A salesman for one of the beer companies approaches a retailer. “Order our beer through vour importer and 111 see you're taken care of,” he says. If the beer at issue is a popular beer, this proposition sounds good to the retailer, so he assents. He orders so many cases of beer or several kegs. Several procedures are employed Sometimes, the wholesaler bills the retailer for less than the amount he receives. This plan is the most general. Sometimes, the teer salesman, himself, handles the rebate at a price ranging from 25 cents a case to 75 cents a keg. , Frequently, a more crude but more difficult method to check, is used. The beer salesman, after the agreement to push his beer is reached, will walk, into the retailer's establishment. He orders a glass of his favorite beer, pays for it with a ten-ollar bill and "forgets” his change when he walks away. This is done periodically. Not too often, of course, be-
