LOCAL GROUPS ENLISTED FOR HOUSING DRIVE ‘Rebuild America’ Campaign Handed to Communities by Government. By Rrripf>-Hr,wnr4 KrwipmperAllinnet WASHINGTON, July 10— Much of the promotion and administration of the national housing act will be left to community organizations, it was indicated today as James A. Moffett, federal housing administrator, began his duties in Washington. The administrator and his national staff of 250 workers will devise plans, set up advertising campaigns and interpret the law, but lng program under way will fall ing progra munder way wiil fall upon local volunteer groups. After months of direct participation in various recovery moves, the government is ready to step into the background in the housing program, taking the role of adviser, and allowing business to show its hand.
Survey Local Needs In each community the federal housing administration will name a chairman, who in turn will set up an organization to survey the local needs. No two communities have the same housing problem. It is believed regulations will be flexible. The local chairman will name a staff of officers, each assigned *o one district in the community. These men and women will in turn select lieutenants. One of the first steps will be a census. Volunteers will be sought to make house-to-house calls. A questionnaire will be filled out by each home owner. He will be asked to Indicate what rejairs should be made on his propertv. Other details also wiil be noted, such as the original cost of the home, the amount of cortgage now carried, if any, and whether the owner desires the services of an estimator. These questionnaires will be filed in the campaign chairman's office There, when the census is over, a complete picture of hodsing possibilities in the community will b" available.
Launch Educational Drive Meanwhile an extensive advertising and educational campaign will be started, with participation by the building supply industry and by lending agencies which will provide the money for repairing, rebuilding and remodeling. Instead of promoting the campaign as a nation-wide drive for better homes, the present plan calls lor the introduction of city names. Thus the organization in Cleveland may be known as the •Rebuild Cleveland Campaign” rather than the -Rebuild America Campaign." Newspapers. motion pictures, radio, billboards and all other forms of news and advertising media will be called into action in the local drives.
