FINLAND ONLY NATION TO PAY DEBTTO U,S. $175,000,000 Installments Due; Twelve Others Default. By United Press WASHINGTON, June 15.—The lonliest man in the world today was the figurative teller stationed at the receiving window of the United States treasury collecting the approximately $175,000,000 installments due on war debts. Only Finland of the thirteen debtor governments came forward with anything more concrete than excuses and laments. The situation, however, caused the government no undue perturbation. It was felt that the United States had made plain its willingness to discuss debts with any creditor which so desired and had in fact presented a concrete suggestion in the payment-in-kind hint to Great Britain. Should Europe choose to ignore the debt issue, there was a disposition to let the foreign nations worry along as best they might. Those with a weather eye to the financial situation had a suspicion that the worrying would not be long delayed. Storm signals already are flying for another credit crisis in Germany with possible serious repercussions up and down the continent. Today Finland, as usual, instructed the National City Bank in New York, its fiscal agent, to transfer to the account of the federal treasury the full amount of its debt installment, $166,538. Ten other debtors including those owing the largest amounts, notified the state department they would pay nothing today, either on regular installments due, or on sums which are past due and in arrears. The remaining two, Yugoslavia and Lithuania, were expected to serve similar notices before nightfall.
