BILL CREATING LABOR BOARD TO PASS CONGRESS Measure Only One Among Social Bills Slated for Adoption. BY RUTH FINNEY Times Special Writer WASHINGTON. May 25—Congress will create anew labor board for handling industrial disputes before it adjourns, but it will allow other labor measures to die. This is what Washington reads between the lines of President Roosevelt’s announcement that he plans no message to congress on social legislation. Signs that the business barometer may take a nose-dive may have something to do with White House silence on unemployment insurance and old-age pensions. The first measure involves a tax on business, the second a federal appropriation. When the trial balloon idea of having a commission study labor, unemployment and old-age problems burst yesterday, it left backers of these measures decidedly up in the air. Roosevelt Changes Mind First the President had said he favored them. Then congressional leaders, coming from a White House conference, had said they would be held up until a comprehensive plan f or integrating them had been formed. Finally came the President’s complete repudiation of this last idea. Within a short time word came from the White House that the President wanted the labor disputes bill passed at once. No such word was forthcoming on unemployment insurance or old age pensions. Eight serious strikes are worrying the administration. At Toledo and Minneapolis, where electric auto-lite workers and truck drivers are on strike, riots have taken place within the last two days.

Strike Trouble Spreads Pacific coast longshoremen have been joined in their strike by New Orleans and Houston dock workers. Copper workers are striking in Montana, hosiery wortcers in Indianapolis. newsboys in Cleveland. The national labor board. NRA and the labor department are all trying to mediate. The new labor disputes bill is intended to concentrate such activities in one strong, central agency. Failure to act on unemployment insurance before adjournment means that workers can not count on this protection for at least three years more. The pending bill is designed to promote establishment of state unemployment insurance systems rather than to set up a federal system. Forty-four legislatures meet next year Most of them do not meet again until 1937. Senator Robert F. Wagner <Dem., N. Y.), author of the insurance bill Intends'to keep on trying to get a vote, but he is blocked until the house ways and means committee, where all tax legislation originates, acts. Disagrees With Tugwell If President Roosevelt intends to :once*trate on business recovery for :he next six months, he is in more pointed disagreement with his most !amous brain truster, Rexford G. Tugwell, than at any previous time n his administration. Mr. Tugwell. n a speech this week, declared that ;here has been “an oVeremphasis m business recovery and pure relief —ncessary as both are." Senator Wagner, legislative parent of the recovery act, sounded the same note in discussing NRA Wednesday in,the senate. “It has succeeded in recovery; it jas fallen far short of reform,” he ,aid. “Its greatest potentialities still ire unexplox-ed and await further iction.” >SO DIE IN LANDSLIDE Chinese Villages Buried Under Huge Masses of Earth. airplane model exhibit at Stout field, Mars Hill, at 7:30 tonight. Colonel E. V. Rickenbacker, American “ace of aces,” will be one of the judges. Airplane models, built to scale, will be exhibited by youths from all parts of Indiana. Various types of land and water planes will be entered in the contest. Members of Aviation post No. 171, American Legion, and One Uundred and Thirteenth Observation Squadron, Indiana national guard, will act as hosts. Exhibitors will be escorted through the hangars and watch demonstrations of parachute packing, formation flying and dropping

of flares from 3,000 feet to effect night landings. In addition to Colonel Rickenbacker, other judges will be Charles E. Cox Jr., municipal airport superintendent; H. E. Wood, Industrial
