May 2?.— When tjic house rules committee yesterday refused to hear the report of Samuel Cleland. Ft Wayne. on investigation ntf insane veterans' estate cases at Marion. Ind. it brought vigorous denunciation from Representative Glenn Griswold, Peru, who launched the probe. The committee ruled that the report must come from General Frank T. Hines, director of the United States veterans’ bureau. They vagurh succesfed that Clelsnd might be later after a plea for giving him a hearing from Representative Arthur H. Greenwood, Washington (Ind.) Democratic whip. Following is the Griswold comment: “Mr. Cleland s report not only confirms all charges about the mishandling of funds of insane veterans, it goes lurther and shows a criminal neglect on the part ol those who had the overseeing of these funds and who put their stamp of approval on the activities of the guardians. It shows the desperate need of legislation to correct the evil and punish the robbers. “In view of the report, it is exceedingly strange that the rules committee and General Hines now should insist on a report coming lrorn General Hines and not from Mr. Cleland. who made the investigation. "It is just anew application of the same whitewash brush that has been used by the veterans administration since the days oi Colonel Forbes, and that always finds friends in congress ready to wield it. Colonel Forbes only robbed the able bodies; even he would not rob children and the mentally dead. “Now that charges have been fully substantiated by the report, if the veterans' administration has the veterans' cause at heart, it should join in a demand lor an investigation. “To do anything else is to condone the acts they pretend to disapprove. DOCTORS OFFER PLAN TO HELP MIDDLE-CLASS Proposal Provides Payment of Medical Charges by Instalments. A plan to provide middle-class wage earners with proper medical and dental service at a cast in keeping with their salaries, and a chance to pay their bills in instalments over period of a year, was announced jointly today by the Indianapolis Medical and Indianapolis Dental societies. The plan has been inaugurated with the opening of the Medical and Dental Business Bureau, Inc.. 328330 Bankers Trust building, as the office to handle all business details. The announcement was made bv Dr. Henry S. Leonard, president of the medical group, and Dr. G. D. Timmons, head of the dentists. They explained that the professions took the step because, while the unemployed received treatment through charity and the wealthy could pay their way, the middle class had suffered lass of reserves and limitation of credit through periods of unemployment and re* duced working hours and pay. “He <the middle class man) is absolutely unable to meet in one payment a bill for a prolonged illness, but possibly is in position to make systematic payments in proportion to his income,’’ said the announcement. The plan is said to have attracted state and nation-wide attention in the medical and dental professions. It was believed significant that announcement came while the Indiana State Dental Association and the Indiana university medical school’s post-graduate course were both in session. Under the plan, the wage earner or member of his family goes to the Medical and Dental Business Bureau, Inc., and gives sufficient information as to earnings and employment to provide a basis for investigation. He then is given a card of identi-

If it is found that a specialist is needed, the same procedure is followed. Meanwhile, the bureau confirms through the patient’s employer information supplied in the application and determines whether the case is worthy. When final estimates of service have been made, the bureau can determine what amount the patient can pay and arrange a deferred payment plan. All payments, which in no case will run for more than a year, will be made through the bureau and pro-rated to those rendering service. CODE VIOLATORS FACE ACTION IN FEDERAL COURT U. S. Attorneys Meet With State NRA Heads to Plan Steps. Definite action in federal court against four large Indiana employers was planned at a conference yesterday of Indiana NRA officials and Val Nolan and James Fleming. United States district attorneys of the two Indiana court divisions. Fred Hoke, state NRA compliance director, said legal aid would be requested for the legal burea uof the Washington headquarters of NRA in prosecuting the code violators Two of the violations are in the northern federal district and two in the southern district. In three of the cases pending before the state compliance board, the companies are charged with cutting prices below the minimum set by the code authority. One of the three firms also is accused of working employes longer hours than are provided in the code and with failure to pay code assessments. The fourth company is accused of paying wages 20 per cent below the code scale. Enforcement of codes in service industries, such as the dry cleaning and laundries, have not been changed and stricter enforcement was ordered.
