PRISON REFORM IN STATE DOPED BY WHITTARE 5 Untrained Guards Blamed for Unrest by Son of Noted Penologist. “About 95 per cent of thp prison population does not need to be restrained by bars and walls.” Thus statement, made by Theodore Roosevelt when president, is reiterated today by Ralph S. Whittaker. candidate for the state legislature, who has made a thorough study of prison methods. Belief that the large majority of prisoners are anxious to serve their sentences and to start life over again was expressed by Mr. Whittaker. “Only about 5 per cent of the inmates of our penal institutions wish to escape, ’he declared. 'lt is this small group, however, that constitutes the ring-leaders in the trouble, riots and wholesale escapes that are so prevalent.” Father Famed Penologist Asa young man. Mr. Whitaker studied prison methods under his father, Will H. Whittaker, who served as superintendent of several penal institutions. Mr. Whitaker grew up at the District of Columbia penal institution at Occoquain. Va . where his father was in charge. Later, the elder Whittaker was superintendent at the state prison. Michigan City, and at the state reformatory at JcfTersonville. While at these institutions, he largely was instrumental in formulating the state penal policies. Criticism of the fiasco at the Michigan City prison in which five prisoners walked out last week was expressed by Mr. Whitaker. Blames Untrained Guards The fault lies with the fact that the prisoners rankle under the surveillance of untrained and inexperienced guards, he asserted. “When crude methods of handling men are employed, there is bound to be trouble,” Mr. Whittaker said. "Evidently the present administration does not realize that it is dealing in the business of human beings,” he said. Mr. Whittaker condemned political interference in the state penal system. One of the facts that contributed to the escape in September of ten prisoners, among them members of the Dillinger terror mob, from the Michigan City prison, was the fact that Warden Louis Kunkel had no voice in the choosing of his personnel, he declared. State Once a Model Mr. Whittaker suggested that the official personnel of all penal institutions consist only of qualified men with training and experience, regardless of political affiliations. Although twenty-five years ago Indiana was looked upon as having the model prison system of the nation, the state has fallen far from that standard, he declared. One of the reasons for this decline lies in the discarding of established theories of penal management in favor of a political spoils system, Mr. Whittaker ..asserted. STATE AID INCREASED BY $104,668 FOR MAY Allotment for Special Work Hikes Sum to 81.854,668. Bii United Prrax WASHINGTON. May I.—ln addition to the $1,750,000 for general poor relief in Indiana for May. another $104,668 has been added for special expenditures. Harry Hopkins, federal relief administrator announced today. The additional sum includes $65,808 for transient relief; $11,670 for expenses of NRA administration for re-employment and $27,190 for state aid students. This makes the grand total allotment of federal funds for the state for May $1,854,668. Thp general allowance was set. at. $1,750,000, as compared to $1,500.00 for April. Relief for the majority of states were reduced instead of increased. M'MILLAN TO SPEAK AT INDIANA U. CEREMONY Grid Coach Among Speaker sfor Founders’ Day Celebration. A. N. Lance is president. Other speakers include President William Lowe Bryan. Dean W. G. Gatch of the I. U. medical school and Dean F. R. Henshaw of the school of dentistry.
