April 26 - A vigorous campaign to simplify and speed up action by this country’s courts Is on among leaders of the bar. Emphatic statements of the need for reform in the judicial system, particularly to avoid delays, needless appeals, and the filing of unjustified case . are expected from legal leaders who will meet here May 9 in the convention of the American Judicature Society. President Roosevelt, a lawyer himself, plans to send the gathering a message, and Newton Baker, former secretary of war. and former Solicitor-General Thomas Day Thatch'-r will speak. Chief Justice Fletcher Riley of the Oklahoma supreme court will discuss the widespread court reform projects now under way in his state. The main burden of complaint is that justice is too slow and inefficient. that lawyers delay cases instead of pressing them to a quick decision, and bring appeals which are made more expensive than necessary by the requirement that the entire record be printed 50.000 Cases on Calendar One of the most active members of the New York commission which investigated that states judicial system. Harry D Nuns, has served notice in an article in the state bar association’s journal that the public holds the bar to blame for the kinks in the judicial system. “On the calendars of the New York supreme court today tiiere are abotit 50.000 cases awaiting trial,” Mr. Nuns wrote. “Something like 150.000 litigants are interested in these cases. They are represented by lawyers. These cases represent work to be done. Are we so prosperous that we desire no increase of business? Apparently, for the profession is exerting little pressure upon the judges and the legislature to adobt measures which can be used to make it possible to bring these cases to trial and dispose of them. “The attitude of the profession is somewhat like that of the old storekeeper who refused to sell sugar because too many people came in to buy it. Two world seaplane altitude records were shattered here today when the nineteen-ton S-42 Sikorsky flying boat, piloted by Captain Boris Sergievsky. soared to a height of 16.003 feet with a pay load of 16.500 pounds. It may mean compromise, fear, inflation of the nuisance value of unfounded and illegal claims. “These fears ere not premature. We face an impasse; on the one hand is public discontent with the administration of justice, and the widespread feeling that for this condition the bar is almost wholly responsible.” The Journal of the American Judicature Society, commenting on this, said it would be a wholesome thing if the people of New York “should assert their interests in prompt justice by a sweeping turn to administrative justice without lawyers.” This, it was added, would be bad for New York lawyers. but it. might nerve those of other states to save themselves by good works ”
