TORTURE. ABUSE IN ASYLUMS OF MIDWESTBARED Sensational Charges Shock Wisconsin, Illinois and lowa. By United press CHICAGO, April s.—Sensational charges of torture and abuse within the walls of middle-western correctionsl homes and insane asylums were unfolded in shocking array today before official boards of inquiry. In Illinois, Wisconsin and lowa, investigating groups heard almost unbelievable stories from the lips of trembling witnesses. From a half dozen institutions seeped the amazing charges of cruelties—some medieval in their horribleness—among society's pitiful outcasts who are supposed to be treated with the fullest possible measure of human kindness. As though some great upheaval had crumbled their grim, foreboding walls at one time and revealed torture chambers of barbaric times the disclosures of alleged cruelty case simultaneously and without rumblings of warning. Three Reasons Cited The Investigators, stunned by evidence of fatal beatings, poisonings, blackjackings and boiling water baths, were at a loss to give any board reason for the widespread revelations. Three theories were advanced: 1. Overcrowding of the institution with insane patients and incorrigibles. 3. Laxity in the vigilance of state boards in charge of the Institutions. In Wisconsin, shocking evidence of abuses at two Insane asylums were written into the already bulging records of a legislative investigating committee and the searching spotlight of official inquiry will be turned upon another asylum in a few days. Children Are Flogged At the state school and colony in Lincoln, 111., a correctional institution for minors, disclosures of floggings inflicted on children have resulted in the discharge of four attendants and two guards by the state department of public welfare. A legislative committee, running down rumors of corruption at the Illinois state prison in Joliet, found evidence that hospital prescriptions were forged and records falsified by j convict-clerks as a means of spread- | ing morphine and other drugs j among the prisoners. A board of inquiry headed by the ■ president-elect of the American Medical Society today entered upon the second day of its investigation of the death of a 26-year-old youth alleged to have been beaten to death at the state insane hospital in Clarinda, la. Attendant Held in Slaying Bribery, drunkenness and narcotic smuggling were added to charges of cruelty against heads of the Milwaukee house of correction and resulted in the dismissal of sixteen employes and William H. Momsen, inspector of the institution. Most shocking of all the charges were those hurled at those in charge of the insane hospital at Oshkosh, Wis. Governor Charles Schmedeman was informed that abuse of patients there caused six deaths and when the investigation was under way only a few hours the superintendent resigned. An 86-inch telescope lens for the University of Michigan was placed in an annealing oven to cool at the Corning glass works today after being cast successfully. Dr. J. C. Court ‘Suggests’ sawyer Apologize to Policeman

City Man Admits Inability to Prove Charges Filed After Arrest. The embarrasing prospect of sending a written apology to a traffic officer who arrested him, today is faced by Owen Thomas, 2316 Broadway, attorney. Mr. Thomas was arrested March 25 by traffic patrolman Joseph Adams, on a charge of driving pa3t a red light. Mr. Thomas then wrote a letter to Chief Mike Morrissey, later forwarded to the safety board, charging that officer Adams was under the influence of intoxicating liquor and staggering over the : street. In traffic court, Municipal Judge Dewey Myers questioned Mr. Thomas about the charges. ‘‘Was this officer drunk?” Judge Myers anked. “I couldn’t say that he was,” Mr. Thomas replied, adding he hadn’t been close enough to smell the of- ! fleer’s breath. The judge questioned him at length, and then took the case under advisement until April 12. ‘‘ln the meantime,” said Judge
