Sealed proposals for the lighting of streets, avenues, alleys, subways, underpasses, squares, bridges, municipal airport and public places with electric lamps and furnishing current for lights for traffic signals and other purposes and for lights and power for certain public buildings and other public places, all located in or controlled by the City of Indianapolis Indiana, will be received by the Board of Public Works of said City of Indianapolis at, its office in the City Hall until 10:00 o'clock a. m. of October Ist, 1934, at which place and hour they will be publicly opened and read. The bids will then be submitted to the : City Civil Engineer for computation and examination, who shall report thereon to the Board of Public Works. Any contract entered into must be ratified and approved by the Common Council of the city of Indianapolis and/or all duly constituted public authorities, as provided bv law. 2. RIGHT TO REJECT BIDS: The Board expressly reserves the right to reject any or all bids and/or to receive new or additional fcds under this notice. 3. FORMS: All bids, also the bond, filed by those to whom the contract may be awarded, must be made upon the blank forms provided therefor by the Board of Public Works. 4. SIGNATURES AND AFFIDAVIT: Each bid must be signed in ink by the person, or by the authorized officer or member of the firm or corporation making the bid. The affidavit of non-collu-sion must be made upon blank form prorided therefor by the Board of Public Works. This affidavit must be made by the bidder or some authorized officer or member of the firm or corporation making the bid, and if made by a member of the firm or corporation, must show that the affidavit is made on behalf of the bidder, and in the case of a corporation, this must be accompanied by a duly certified copy of the resolution of the Board of Directors authorizing the same. 5. FILING BIDS; All bids shall be filed with the Clerk of the Board of Public Works on or before the day and hour mentioned above, and stated in the advertisement. 6. PRICES: The prices must be stated in figures and words and must be so distinctly expressed that there can be no doubt a* to the meaning of the same. Illegible figures will invalidate the proposal. Bidders must divide their bids into the prices as called for on the proposal sheet, furnished by the Board of Public Works. Alternate bids not called for on the proposal sheet will be considered by the Board: Provided that any such bid shall be based on detailed plans and specifications of such bidder which have been placed on file in duplicate in the office of the Board of Public Works not later than thirty (301 davs prior to the date of receiving the bids, which plans and specifications shall be for the use on equal terms of any bidder desiring to submit a proposition on such alternate plans and specifications, and all in accordance with the Board’s specifications. CERTIFIED CHECK: Each bidder shall file with his proposal or bid a certified check on any solvent bank of the City of Indianapolis for the sum of Twenty-five Thousand Dollars $25,000.00). payable to the order of the Board of Public Works of the City of Indianapolis. Such check submitted with bid shall be so delivered to the Board of Public Works with an agreement between the Board of Public Works, on behalf of the City of Indianapolis and the bidder that in case the bidder to whom a contract is awarded in accordance with the accompanying specifications, executes said contract and files a bond as required by said specifications with a surety approved by the Board of Public Works, then said check shall be returned to the bidder: but if the party to whom the contract is awarded fails to enter into a contract with the C'.tv of Indianapolis, through the Board of Public Works, within a period of ten 1101 davs after the final award by the Board of Public Works, then, in such case, the said check shall pass to and become the property of the City of Indianapolis. The contractor shall not. either legally or equitably, assign any of the moneys payable under the contract or his claims thereto unless bv and with the consent of the Board of Public Works. 9 ABILITY'. Persons, firms or corporations submitting propositions shall demonstrate to the satisfaction of the Board of Public Works that thev have the proper equipment and facilities, expert workmen, necessary capital and experience to execute the contract in a proper manner; otherwise their bids will not be considered. 10 BIDS OF VARIOUS PERIODS OF CONTRACTS w .
