M’NUTT EDICT FACES DEFEAT DY DEMOCRATS Governor to Get First Loss in State Committee on Proposed Rule. Governor Paul V. McNutt's domination of the Democratic state committee since R. Earl Peters ‘•resigned" met with its first reversal today when the committee rejected certain rule changes proposed last month. June 12 was announced as the state convention date, and Dr. Carleton B. McCullough. state chairman, empowered to select a committee to make ad arrangements. Proposed rule changes were sent out by the McNutt appointed secretary. Keith Johns, of the state committee just before the meeting last month. Action was delayed and they were not railroaded through as originally planned. Today the plan to remove county, district or state chairmen for “disloyalty to the party or any of its nominees or regularly elected officials,’’ was dropped This was particularly designed with the McNutt-Peters scrap in mind. During the latter's chairmanship of the state committee, the Claypool headquarters became a clearing house of complaint against the Governor s administration. The two-thirds rule for removal of chairmen on grounds of "neglect of duty or failure to comply with rules.” probably was adopted. Other changes in the proposed new rules were rejection of the plan to combine the Lake county and district chairmanship and changing from a mandatory to optional plan of electing city chairmen on call of the county chairman.
