SYSTEM FOR REGISTRATION OF MARION COUNTY VOTERS IS EXPLAINED BY RALSTON Democrat and Republican Officer Will Be Designated for Each One of 328 Voting Precincts Here. Glenn B. Ralston, county clerk, today explained the system designed to register Marion county voters for the coming election.
The law, according to Mr. Ralston, provides that registration officers shall be appointed from members of the Democratic and Republican -parties, as chosen by the rrrespective county chairmen, and that the number shall be r equal from each party. The county clerk in his discretion ; may designate the total number of •jsuch registration officers, Mr. Ralston further explained, whether it be from two to 600 or more, and it also is discretionary with the cleric -*s to the territory in which such 'officers shall operate and period of time for such operations. Full Aid for Voters "These officers,” Mr. Ralston said emphatically, "should lose their identity as specific party men, and they must extend u> all voters, without regard to such voters’ normal party affiliations, fullest facilities to register whether the voter be a Democrat, Republican. Socialist. Prohibitionist or a member of any other party. "Asa matter of fact,” Mr. Ralston continued, "the law does not contemplate that the registering officer shall inquire of the voter as to his party affiliation, nor does this law carry the same feature as the general election law which provides that the householder must inform the poll taker as to the number and names of the resident voters.” Mr. Ralston stated that the idea of good government upon which the registration law is based requires that the public be accorded fullest opportunity to register with the least possible difficulty and also I that such registration be most complete and strictly impartial. Duties to Be Divided The county clerk said that the duties and services of officers must be divided as equitably as possible in as large a county as Marion and further emphasized that responsibilities of registration must be definitely chargeable and "not haphazard and subject to criticism of the general public or a political party.” “To attain thus satisfactory state of affairs.” said Mr. Ralston. "I have directed that a Republican and a Democrat shall be assigned to each one of the 328 voting precincts and I have authorized these officers personally to call at residence of voters. Hours of such call have not been limited. “This,” Mr. Ralston added, “insures a better and more convenient opportunity for every one to register, as compared to a past registration law which compelled the voter to have his registration filed at cer-

tain designated places and within limited and prescribed hours.” Further Service Provided The county clerk, it was learned, has provided a further service, not : required by law, by which officers have been instructed to leave notice I slips at homes where potential voters are not in when registration , officers call. This notice advises the resident that registration is necessary before voting and gives the name, address and telephone number of the registration officer with the further advice that the county j clerk receives registrations at room 34 courthouse. “In order that the work shall be divided equitably and evenly be- , tween authorized party officers and that accountability be definite and j certain,” said Mr. Ralston, “the general rule has been adopted that | Republican officers register on the east and south side of thoroughfares, the odd-numbered dwellings within the city. "By the same token, Democratic officers shall register the west and north sides of thoroughfares, being the even-numbered city dwellings. Voters to Get Receipts "Asa further assurance to the public,” Mr. Ralston continued, i ' that an impartial and complete I registration be made. I have compiled card forms on which registration officers are required to designate in numbered sequence by streets, number of voters registered or facts that property is vacant or no one is at home. This will show the public and the clerk whether j the registration officer was both j diligent and impartial and whether i complete and correct registration has been made.” Every registering voter, Mr. Ralston revealed, will receive from the officer a signed receipt and identification card bearing the voter’s signature and the date, ward and precinct in which the card was signed. “This card,” said Mr. Ralston, “will serve as a check on any possible frauds which have been experienced in the past when registrations were purposely withheld; it will surely expedite voting at the ; polls and no doubt will serve a useful purpose in case of challenges for identification and corrections in i handling of a probable number of 300.000 signature cards to be re- | layed to voting places at electiqp time.” No Start Before March 15 Mr. Ralston declared that registration actually should have been started on Jan. 15, but failure of the county council to provide funds without a mandate order from the supreme court and further delay in awarding the contract for the registration system has presented a serious problem. “It is problematical whether the

Lackey Slaying Suspect Quits Hospital for Cell
Arraignment of Chapman Is Scheduled for March 15. Charles Chapman, 50, held in connection with the murder of Mrs. Grace Lackey in January, has been removed from the city hospital to the Marion county jail. Wednesday his case was called in municipal court before Judge Dewey Myers and was continued until March 15. He is charged with vagrancy and is held under high bond. Evidence in the case was presented to the Marion county grand jury yesterday. Aviation enthusiasts will have to wait another year for the S7OO airplane proposed by the commerce department for fliers, Elvan Tarkington told members of the Indianapolis Aero Club last night in the Lincoln. The areonautics branch of the department received 80,000 replies in favor of such a plane in response to a recent questionaire, Mr. Tarkington said. W. C. Smith also was a speaker. Auto Strikes Street Car Herman Steen, 26, of Montpelier, Ind., w'as arrested yesterday afternoon when the car which he was driving struck a street car at North and Alabama streets. Wilson, several weeks ago said he obtained a purported confession from Chapman stating he shot and killed Mrs. Lackey and then shot himself in a suicide attempt at a house on Carson avenue, about seven miles southeast of Indianapolis. The body of Mrs. Lackey was found in Chapman’s automobile in the garage of the house. Chapman, suffering from a bullet wound in the head, was lying on the garage floor.

DEDUCTIONS ON GROSS AND NET INCOMEJJEFINED Misunderstanding of Terms Causes Taxpayers Many Errors. (The deadline for the filing of federal Income tax returns has been set for March 15. In order to acquaint the taxpayer with his obligations under the income tax law. The Times is publishing a series of articles on the subject. This is the third article. It is necessary that the taxpayer understand the difference between the terms “gross income” and “net income.” Failure to understand deductions from gross income and credits against net income has resulted in numerous errors on the part of taxpayers, federal officials state. In general, gross income includes all income from any source whatever, unless exempt from tax by law. Net income—the figure upon which tax is assessed—is the gross income, less deductions allowed by j law. Deductions allowed by law', to be | subtracted from gross income, include business and professional expenses. In this category are salaries, pensions and bonuses to employes. Also included are taxes, losses, interest paid, bad debts, depreciation, depletion and contributions. Gross incomes of most businesses consist of gross profits on sales, plus any income from investments and incidental or outside operations or sources. The tax return must show gross sales, purchases and cost of goods sold. A lawyer, doctor, architect, physician, dentist, clergyman, author or other professional man must include
in gross income all fees, salaries and compensations of any kind for professional services. Having arrived at the net income, the next step is to deduct personal exemption—sl,ooo for single persons, 52.500 for married persons living together and for heads of families and the S4OO credit for each dependent. The normal tax is computed on the remainder. The rate is 4 per cent on the first $4,000 and 8 per cent on the balance. In addition, a surtax begins on net incomes in excess of $6,000. On an income less than that, there is no surtax. On a net income in excess of $6,000 and not in excess of SIO,OOO, the rate is 1 per cent of such excess. For example, a surtax on SB,OOO is S2O. On a net income in excess of SIO,OOO and not in excess of $12,000, the surtax rate is 2 per cent in ad-
