Feb. 23 His zeal for governmental reform undirrunished by his years of progressive battles. Senator George W. Norris today inaugurated his fight to create a unicameral state legislature in Nebraska. The plan would scrap the present bicameral legislature and replace it with a single body of from thirty to fifty members, elected on a nonpolitical ticket for two-year terms. Each would draw an annual salary of $1,650. The senator anticipates a hard fight on the issue. “But it’s worth it." he said. “Our people are sufficiently civilized and educated to know what kind of a government they want and the kind of laws they want enacted. If we can improve on our law-making bodies and give the people more direct voice in their state government why shouldn't we eliminate the things that are unnecessary and cumbersome? “The old form of two-house legislatures has outlived its purpose. ‘The bicameral house is cumbersome, defeats the will of the people and is fundamentally and unnecessarily expensive. It’s workings produce government by conference committees and these constitute a ‘third house’ controlled by a restricted group. The new reform, Senator Norris believes, ranks in importance with his successful fight to end "lame duck’’ sessions of congress. “It took ten years of persistent j fighting to end that archaic abuse of democratic government,’’ he said !
