NORRIS SEEKING ARCHAIC VOTING SYSTEM'S END Popular Election Asked for Presidents in New Resolution. Bw Scripy-H'ttcard Xttcipaper Alliance WASHINGTON. Feb. 2—Senator George W. Norris 'Rep., Neb.), hero of the anti-injunction Muscle Sroals and lame-duck fights, is out after another scalp—this time the archaic electoral college system of electing Presidents by unit votes of each state. Chairman Henry F. Ashurst fDem., Ariz.) of the senate judiciary committee has called a special meeting next Tuesday to act on the Norris resolution proposing popular election of Presidents and VicePresidents through a constitutional , amendment. A similar resolution was approved by a house committee last spring and placed on the calendar. Its j author. Representative Clarence Lea | <Dem., Cal ), intends to seek a spe- j cial rule for its consideration at j once. First Crisis in 1800 The Norris-Lea project is designed to prevent any repetition of crises in ' American history which on four different occasions have threatened the stability of the government. The first was in 1850, when the election was thrown into the house, where j the federalists had a majority. Thomas Jefferson was asked as the price of election to keep the j federalists in government jobs. He j refused and was eventually selected I nevertheless. In 1824, when the election was | again thrown into the house, the; country was bitterly aroused. Final- ! ly John Quincy Adams was elected j as President instead of Andrew | Jackson, who is credited by some historians with being the populari choice. Minority Disfranchised Twice after the Civil war popular 1 choices lost the presidency because of the electoral college and the unit rule. One of these was Samuel T. Tiiden, who had more than 250,000 majority; the other Grover Cleve- : land, in 1888, with 100.000 majority. The present system of casting each state's electoral votes for the person receiving a majority of the popular votes in the state results j in disfranchisement of the minority. Votes cast for Alfred E. Smith in New York in 1928, for instance, actually were counted in the electoral college for Herbert Hoover, since Mr. Hoover carried the state. Proponents of this constitutional amendment claim that in 1928 this “disfranchised” part of the votes amounted to 38 per cent; in 1932. 39 per cent. John W. Davis in 1924 won 136 electral votes with less than 2.000.000 popular votes. He got no electoral votes for 6,000,000 other ballots cast for him. ROUNDUP HELD BY OLD HICKORY CLUB About 2,000 Attend Program of Vaudeville. About 2.000 persons attended the Old Hickory Democratic Club vaudeville program last night in connection with the organization's first roundup in Tomlinson hall. Those who appeared on the program included Marker and Schenk, Armetta Doolittle, Jack Buckley, Betty Unser, George Zorca, Doris Smith, Virginia Noe, Gertie Lou Price. Buddie Romeril, Norma Winter and members of the kiddie revue presented by the Ina Houser School of Dancing. Jimmy McMclure, Joe Inman, Bob Rowe and Jerry' Jacobs gave a pingpong demonstration. Masters of ceremony were Sidney Jerome, Phil Monninger, Jack Duzan and Buddy Romeril.

MINTON WINS AID OF WOMEN IN RATE FIGHT Council Directors Adopt Resolution Praising His Efforts. Resolution commending efforts of Sherman Minton, public counselor, to obtain lower electricity rates for Indianapolis, was adopted yesterday by directors of the Indianapolis Council of Women. The resolution will be presented to the entire council for consideration at a meeting Tuesday night in the Meridian Heights Presbyterian church. Support of the council for Mr. Minton in further action is offered in the lesolution, which points out that “the rate payers of Indianapolis, because of necessity of lowered incomes, will welcome substantial reductions in rates of household utilities, and are grateful for the effort, energy and talent now being given to this cause by our public counselor.” The council directors’ action followed an offer by the Indianapolis Power and Light Company for a temporary 5 per cent rate cut pending a formal rate hearing after an audit and appraisal of the company's property. The offer is under consideration by the public service commission. Facts on which Mr. Minton’s charges against the light company are based were made public in a series of articles in The Times, following an eight months’ investigation by public acountants employed by The Times. Mrs. Carl W. Foltz is president of the Indianapolis Council of Women, and Mrs. B. B. McDonald is civic affairs committee chairman.
