RECORD NAVAL CONSTRUCTION U. S. PROGRAM Tense Far East Situation Prompts Building to 1922 Treaty. By Unitrtt PrrMs WASHINGTON, Jan. 25—Relations of the United States with Japan were brought to the fore today after passage by the house of the naval appropriation bill which paved the way for the grea’est peace time naval construction program in American history. This bill, carrying an appropriation of $284 747.244 provides for bringing the United States navy to full treaty strength, to sene as a spring board for negotiations which will take place in 1935 when the next naval limitation conference is called to discuss revision of the Washington naval treaty of 1922. The Vinson bill, providing for construction of 101 additional ships between now and 1939, which was to have been tacked on to the appropriation bill as a rider, was not brought up. but Representative Fred N- Vinson <Dem . Ky.. chairman of the house naval affairs committee, served notice that he will bring the measure up for passage later. It was understood to have administration support. Japanese Increase Opposed The explosive situation in the far •list and Japans desire for a larger navy than the 5-5-3 ratio provided !n the Washington treaty, were important factors behind the huge eonstruction program. American naval officials oppose fcny increase in Japanese naval Strength, and the spurt in American naval construction is generally considered as an effort to give this country a navy of near-treaty strength by the time the treaty expires. This would place the United States in a favorable bargaining position for the forthcoming conference. It also would place the United States in position to compete in any naval building race which might ensue if the Washington treaty is scrapped and a general naval race •tarts. 22 Vessels Building The United States now has building twenty-two vessels under its regular naval construction program, and an additional thirty-two vessels authorized under the program made possible out of public works funds. The appropriation bill passed yesterday provides $1,600,000 with which to start construction on one additional eight-inch gun cruiser and three six-inch gun cruisers. This construction would bring the American navy practically to treaty strength. The Vinson bill would provide ten replacement vessels, principally aestroyers and submarines, the majority of which are obsolete or rapidly approaching that condition. Program Considered Necessary The present, building program is considered by administration leaders here as absolutely necessary to

The question of whether Henry Dierks. 45, former federal prohibition agent, is guilty of murdering Melford Smith, 19, two years ago, in seizing four ounces of wine, probably will be in the hands of a jury in United States District court here today. Japanese naval officials have expressed alarm over the American program, but responsible officials here declare the present authorized program will be carried out regardless of these protests. All the vessels under construction are authorized by treaty. The Japanese navy is at full treaty strength, and the British navy is much nearer to treaty strength than the United States navy.
