RECOGNITION OF CUBA BY U. S. IS PREDICTED Meeting of Cordell Hull and Caffery Declared Significant. Bg United Prrta HAVANA. Jan. 19—Early American recognition of the new Cuban government was predicted today as j Colonel Carlos Mendieta, conservative m principle and popular with all elaases except extreme radicals,! consolidated his position as pre&i-, dent. Announcement that Jefferson Caffery, President Roosevelt’s personal representative In Cuba, would ! leave Havana for a conference with j State Secretary Cordell Hull on board th United States cruiser; Richmond, was regarded as extremely significant. Despite denials from Washington that Mr. Caffery's meeting with Mr. j Hull, who is returning from South America, held any other importance than a report on Cuban conditions, political circles insisted it would be the forerunner of recognition. President Mendieta, fourth executive to hold office in the past five troubled months, continued his efforts to form a cabinet today. He had decided to form a state council of seventy members, to act as a legislative body. He will retain the right to veto any act of the council, but his veto may be overridden by a two-thirds vote. Censorship over the radio and other communications was lifted to- I day, but the government continued to maintain its control over the Cuba Electric Company, storm center of strike threats. Colonel Mendieta announced, in a press meeting, that he would appoint a commission to determine the issues between striking employes of the American-owned utility and the management, and to attempt to reach a settlement of the workers’ demands. His own election appeared to have ended, at least temporarily, the threat of a general strike. Colonel Mendieta appeared once •t the windows of the presidential palace, to address a gathering of citizens appealing for liberation of army officers concerned in the siege of the National hotel several months ago. He declared that every consideration would be given to the case as soon as possible, and that he desired “the everlasting peace of Cuba.”

Tie Binds Grandmother Can’t Take Son From Dad. A GRANDMOTHER’S attempt to obtain custody of her grandson from his father failed in juvenile court yesterday when evidence was introduced by the boy’s school teachers to show that he was not neglected by his father. Mrs. Anna Vance, 63, of 707 East j* ew York street, the grandmother, filed a child neglect suit against Thomas Harkins, 51, of 1604 North Rural street, father of John Richard Harkins, 8. Mrs. Vance testified that the mother of the child, who died last November, made a death bed request that she take custody of him. On evidence submitted before the juvenile court referee Russell Newgent that Harry Perkins, for twenty-seven years the divorced husband of Mrs. Vance, has been assisting Mr. Harkins in the care of the boy, Mr. Newgent denied the grandmother's request. The boy testified he wanted to remain with his father.

Diminutive Dynamite Little Cop Turns David, Whips ‘Big Preach’ • Goliath in Police Station Battle. A MODERN version of the encounter between David and Goliath was enacted in front of police headquarters yesterday, with Sergeant Noel Jones, diminutive but doughty minion of the law, playing the role of David. The less desirable role of Goliath was taken by William Gibbs, giant Negro, better known as “Big Preach” and who has been in various lfcgal encounters with the law, but never convicted.

Early yesterday, Sergeant Jones and his squad, investigating complaint of theft of a physician’s kit, containing a quantity of narcotics, raided a house at 428 North Missouri street, arresting several persons on statutory charges. After slating the prisoners, Sergeant Jones left police headquarters and walked across the street to his car. “Say, you little runt,” said Preach, grabbing the officer’s arm. “Did you raid my house?” “If that’s your house, I will arrest you on a charge of keeping a house of ill fame,” said Sergeant Jones. Then, the officer said, Big Preach struck him and grabbed him in a “bear hug,” and the battle was on. Witnesses said Big Preach received a trimming nearly as bad as the original Goliath. When officers on Sergeant Jones’ squad reached the scene, they said the STOPPED BY STOP SIGN Californian’s Skull Fractured by Road Warning. By United Press VISALIA, Cal., Jan. 19.
